DRAFT MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees April 8th, 2025 Present: Sam Vaillancourt, Heather Moore, Leonard Charron, Eli Gabuzda, David Gervais Staff – John Dasaro, Abbey Miller Guest – William Cribb (Northwest Access TV) Meeting was called to order by Eli Gabuzda at 6:31 PM 1. Modifications/Changes to Agenda Park Permit request for the Legion Auxiliary to #5.5. 2. Public Comment There was no public comment. 3. Review/Approve Minutes for March 25th, 2025, Trustees meeting and nominations A motion was made by David Gervais to approve the minutes as written. Second by Heather Moore. Unanimous. 4. Motion to approve annual Dairy Festival application from the Lions Club A motion was made by Sam Vaillancourt to approve the Lions Club request for June Dairy Days. Second by Heather Moore. The Board requested that John Dasaro start the process to update the Parks Use Ordinance so that the Village Manager can approve park use requests internally and not before the Board. 5. American Legion Park Request for Rolling Thunder A motion was made by David Gervais to approve the Park Use Permits for the American Legion, waving the fee for the annual Rolling Thunder event. Second by Sam Vaillancourt. Unanimous. A motion was made by Sam Vaillancourt to approve the Park Use Permits for the American Legion Auxiliary, waving the fee for the annual Rolling Thunder event. Second by David Gervais. Unanimous. 6. American Legion Park Request for Memorial Day Ceremony A motion was made by Sam Vaillancourt to approve the Park Use Permits for the American Legion, waving the fee for the annual Memorial Day Ceremony. Second by Heather Moore. Unanimous. 7. Discuss the installation/location of speed bumps and bollards/flowerpots. It was determined that speed bumps would be placed back on Orchard Street in the same locations as previous years as soon as the weather permits and on Pleasant Street, one on Upper Pleasant and one on Lower Pleasant. The bollards and flowerpots at the intersection of Main Street and Dickinson Avenue will go out after June Dairy Day. 8. Motion to move 24/32 Main Street off the Water fund asset list and move to General Fund. A motion was made by Sam Vaillancourt to move 24 and 32 Main Street out of the Water Fund asset list and to the General Fund as this location will be used as a park. Second by David Gervais. Unanimous. DRAFT MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees April 8th, 2025 9. Abe’s Cabin, follow up discussion after talking with Brown Family John Dasaro advised that he has had conversations with the Brown Family regarding the deed to Abe’s Cabin and they have agreed to have Abe’s Cabin revert to the Village of Enosburg Falls. A motion was made by Heather Moore to have John Dasaro work with the Village Attorney to update the Deed. Second by Leonard Charron. Unanimous. 10. Selling of Digger Truck, base line price for bid The Trustees approved selling the 1994 International Digger Truck, not setting a minimum bid requirement. They would like to review any bids received at the May Trustee meeting. 11. Special Meeting on 4/22 for bid opening of Church Street Sidewalk project. Abbey Miller requested to schedule a Trustee Meeting on April 22nd to review bids for the Church Street Sidewalk project to stay compliant with the RFP. The Trustees agreed to the meeting on April 22nd at 6:30pm. 12. Bid opening for 2025 paving projects received on 4/4 The Village received three bids for the paving projects in the Village. Contractors submitting bids were ECI, Wrights and Gray’s. After reviewing all the bids, a motion was made by Sam Vaillancourt to go with Gray’s bid at $62,956. Second by Leonard Charron. Unanimous. 13. Other Business • A motion was made by Sam Vaillancourt to approve rolling over the Line of Credit with People’s Trust Company for another year to cover FERC related expenses. Second by Heather Moore. Unanimous. • Abbey Miller advised that she spoke with the American Legion about teaming up with the Village to get the monuments cleaned up in Lincoln Park before Memorial Day. • John Dasaro advised that the Village is looking at taking part in the American Legion golf tournament again this year if any Trustees are interested in joining. • It was asked when the Village Highway Department was going to start street sweeping, John Dasaro advised it was weather dependent, but it was on the schedule to start as soon as the weather allows. 14. Executive Session: For the Purpose of Discussing Personnel in which Premature Public knowledge may compromise the position of the Municipality. Sam Vaillancourt made a motion to enter Executive Session for the Purpose of Discussing Personnel in which Premature Public Knowledge May Compromise the Position of the Municipality. Second by Heather Moore. Unanimous. The Board entered the Executive Session at 7:03PM. Heather Moore made a motion to re-enter the Board’s Regular Meeting. Second by Sam Vaillancourt. The Board re-entered their Regular Meeting at 7:30PM. As a result of Executive Session a motion was made by Heather Moore to change the title of the Director of Finance position to Assistant Manager/Director of Finance and to approve the raises as budgeted for the Village Manager and Assistant Manager/Director of Finance to take effect June 9th. Second by Sam Vaillancourt. Unanimous. DRAFT MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees April 8th, 2025 15. Adjourn There being no other business to come before the Board at this time Sam Vaillancourt made a motion to adjourn. Second by Heather Moore. The meeting was adjourned at 7:32pm.
