DRAFT MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees May 13, 2025 Present: Sam Vaillancourt, Heather Moore, Leonard Charron, David Gervais Not Present: Eli Gabuzda Staff – John Dasaro, Abbey Miller Guest – William Cribb (Northwest Access TV), Jamy Lasell, Darryl Robtoy, Albert Desrochers, Dan Favreau The meeting was called to order by Sam Vaillancourt at 6:32 PM 1. Modifications/Changes to Agenda There were no changes. 2. Public Comment Albert Desrochers and Dan Favreau wanted to discuss allowing ATV’s access to operate within the Village. The Trustees requested that Albert and Dan come up with a route and determine who would pay for signage and add this to the agenda of the next meeting to discuss further. 3. Review/Approve Minutes for April 22nd, 2025, Trustees meeting and nominations A motion was made by David Gervais to approve the minutes as written. Second Leonard Charron. Unanimous. 4. Historical Society plans to paint RR Museum, and suggests Red. A motion was made by Heather Moore to approve the color change of the RR Museum to red from the originally proposed blue. Second by Leonard Charron. Unanimous 5. Town Band Park Permit EBA popcorn and Enosburg Library Craft Table A motion was made by Heather Moore to approve the Town Band’s Park Permit and Bandstand Request for Tuesday night band concerts starting June 10th through August 19th, waiving the fee. Second by Leonard Charron. Unanimous 6. Ladies of St. Anne/St. John the Baptist/Catholic Church Park permit for bake sale during band concerts A motion was made by David Gervais to approve the Park Use Permits for the Ladies of St. Anne/St. John the Baptist/Catholic Church Park, waving the fee for a bake sale during Town Band Concerts, waiving the fee. Second by Leonard Charron. Unanimous. 7. Should VGS application go before the board, similar to a curb cut, if so, a motion After reviewing the Application process, the Board of Trustees stated that they wanted all permits that require digging in the Village to come before the Board for approval. 8. A motion to delegate the Village Manager to approve Park Permit Request Village Manager John Dasaro presented a resolution that would allow the Village Manager to approve Park Permit requests, the Trustees advised they wanted it update to say the Village Manager and/or the Board of Trustees. Park Permit Request for Rootstock Racing, St Albans Street lot, with power from pump station A motion was made by David Gervais to allow Rootstock Racing to use the green space on St. Albans Street during their event in June, allowing them to get power from the pump station and having the Village assist with trash removal, waiving any fee. Second by Leonard Charron. Unanimous. 10. Selling of Digger Truck, bid Sam Vaillancourt recused himself from this discussion, turning the meeting over to Heather Moore. Only one bid was received for the digger truck. A motion was made by David Gervais to accept the bid from Jamie Vaillancourt for $2,550 for the sale of the 1994 Digger truck. Second by Leonard Charron. Unanimous. The meeting was turned back over to Sam Vaillancourt. 11. Youth Center motion to transfer funds to CEY, the remaining of the United Way Funding A motion was made by Leonard Charron to transfer $9,478 to the CEY account from the PTC account once received from United Way. Second by David Gervais. Unanimous. A motion was made by David Gervais to transfer $1,500 to the CEY account from the PTC account. Second by Leonard Charron. Unanimous. 12. Manager’s Minutes • Update on sidewalk project (Elm Street), did we miss anyone with the update emails. Also, discussion about the curb in front of B&N, it was decided to leave it as is and not do new curbing. • Billing system update, AMI integration of it all • Fence by new park, name of new park, contest or the name of the old store. After discussion it was decided to have a contest with K-3rd grade at Enosburg Elementary School. • Welcome new hire Corey Gratton to the Public Works/Highway team 13. Other Business • Questions about the protesters in front of Tractor Supply and if we knew if they were going to come back. • Abbey Miller advised that the JROTC students would be working to clean up the monuments in Lincoln Park on Thursday. • Discussion about residents of the Falls Housing apartments and smoking/hanging out on Main Street, we have received several complaints. • ATV and Dirt bikes throughout the Village all hours of the day • Sam Vaillancourt gave his notice that this was his last meeting due to moving. 14. Executive Session: For the Purpose of Discussing Negotiations in which Premature Public knowledge may compromise the position of the Municipality. Heather Moore made a motion to enter Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality. Second by Leonard Charron. Unanimous. The Board entered the Executive Session at 8:03PM. DRAFT MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees May 13, 2025 Heather Moore made a motion to re-enter the Board’s Regular Meeting. Second by Leonard Charron. The Board re-entered their Regular Meeting at 8:28pm. There was no action taken as a result of Executive Session. 15. Adjourn There being no other business to come before the Board at this time Heather Moore made a motion to adjourn. Second by David Gervais. The meeting was adjourned at 8:29pm.
