Meeting of the Board of Trustees
August 12th, 2025
Present: Heather Moore, Leonard Charron, David Gervais, Jason Longway
Not Present: Eli Gabuzda
Staff – John Dasaro, Abbey Miller

The meeting was called to order by Hether Moore at 6:30 PM
1. Modifications/Changes to Agenda
John Dasaro advised that the Town responded that they could not send anyone to
give a police update, but did provide him with a written update, he can discuss the
update under #10 Manager’s minutes.
2. Public Comment
Gary Jacobs was looking for an update on the speed on West Berkshire Road, it was
decided to add this to number 4.5.
3. Review/Approve Minutes for July 8th 2025, Trustees Meeting and July 16th, 2025
Special Meeting
A motion was made by David Gervais to approve the July 8th meeting minutes as
written. Second by Leonard Charron. Unanimous.
The July 16th minutes were not in the packet and will be reviewed next meeting.
4. Acknowledgement of Avis Gervais for her service to the Village
The Village of Enosburg wanted to acknowledge Avis Gervais for her years of service
to not only the Village of Enosburg but to the State of Vermont. Avis was a pillar in
our community putting in countless hours serving on various boards in support of
Enosburg and will be greatly missed.
Leonard Charron suggested that the 2025 Village of Enosburg Falls Annual Report
be dedicated to Avis.
4.5 West Berkshire Road Speeding Issue
Gary Jacobs was inquiring about an update about the speeding issues on West
Berkshire Road, especially from traffic coming into the Village. There is a section of
West Berkshire Road that is 35mph, there was discussion on changing this to
25mph which would require an ordinance change. It was decided to start with
moving the flashing speed limit sign to the area of Northwind Drive facing Berkshire
to gather data to pass along to the Vermont State Police.

5. Pearl St. Sidewalk project update and chance for public comment. Cierra will be
presenting.
Cierra Ford with VHB was present to provide an update on the Pearl Street sidewalk
project. We have completed the NEPA review and are now working on the design.
Cierra presented one plan that included a bump out to avoid the utilities on the
corner, Abbey is going to discuss the bump out with the Highway and Electric
Department and get back to VHB. Cierra provided an updated timeline, putting
construction towards the end of Summer 2026.
6. A motion for the Bell in Maple Park to be erected.
A motion was made by Leonard Charron to approve the placement of the Methodist
Church bell in Maple Park with a structure being constructed to hold the bell and all
maintenance will be the responsibility of the Methodist Church (as stated in
previous letter from the Church). Second by David Gervais. Unanimous.
7. New Curb cut at 223 Pleasant Street.
A motion was made by Leonard Charron to approve the curb cut request at 223
Pleasant Street under the conditions they follow the plan outlined in the proposed
map and do a ramp for the driveway such as other driveways on the same street.
Second by Jason Longway. Unanimous.
8. Bill Spears Water allocation for Duffy Hill Road
A motion was made by David Gervais to approve the modified allocation request
from Bill Spears on Duffy Hill Road, allowing him to tap into the VOEF water system
on Duffy Hill Road via directional boaring and having the VOEF Water Department
perform the wet tap. Second by Leonard Charron. Unanimous.
9. Follow up discussion ATVs in the Village
A review of a draft ATV Ordinance was reviewed with requested changes. John
Dasaro is going to make the updates to the Ordinance to revisit with the Trustees at
the next meeting.
10. Manager’s Minutes
• Update on sidewalk project, a correction to the corner of Jay View and Elm
Street.
• Billing system update, AMI integration of it all
• Crack repair work is beginning on the Village Hydro and Bridge.
• Open house on September 20th
• Dam removal work has begun at the wells.
• Police Update – John advised that the Town stated the plan for an Enosburgh
police department is still in the works. They are working on a job description
and hoping to fill the Chief roll first to assist in building the department. The
Town of Enosburgh also stated that they are not looking into any coverage

from the Franklin County Sheriff’s Office or the Vermont State Police, they
want to stay on the path of creating their own department.
11. Other Business
Abbey Miller advised that the Village is still waiting for the Town of Enosburgh to get
the grand list done so we can set the tax rate. Hoping to have it very soon, there
may need to be a special meeting if we get it soon otherwise, we will set the tax rate
at the September meeting.
Leonard Charron advised that the streetlight at the intersection on Pleasant Street
and Elm Street is out.
There was discussion of a crack in the drinking fountain in the park, John advised
the Highway Crew is aware and it has been addressed.
Leonard asked for the anchor post to be removed from his lawn since we are no
longer placing a speed sign there.
12 Executive Session: For the Purpose of Discussing personnel evaluations, possible
executive session.
Jason Longway made a motion to enter Executive Session for the Purpose of Discussing
Personnel evaluations. Second by David Gervais. Unanimous. The Board entered the
Executive Session at 8:34 PM.
Jason Longway made a motion to re-enter the Board’s Regular Meeting. Second by David
Gervais. The Board re-entered their Regular Meeting at 9:10pm.
The following action was taken as a result of Executive Session:
A motion was made by Jason Longway to approve and accept the proposed Union Contract
for the Water and Light Department with a term of 3 years and effective date of August 18th,
2025. Second by Leonard Charron.
A motion was made by David Gervais to approve and accept the proposed Union Contract
for the Public Works and Wastewater Department with a term of 3 years and effective date
of August 18th, 2025. Second by Jason Longway.
A motion was made by David Gervais to approve the budgeted wage increases for the Staff
Accountant and Customer Service Representative positions with an effective date of
August 18th, 2025. Second by Jason Longway.

15. Adjourn
There being no other business to come before the Board at this time David Gervais made a
motion to adjourn. Second by Leonard Charron. The meeting was adjourned at 9:11pm.
