CALL TO ORDER & PLEDGE OF ALLEGIANCE TO FLAG Vice Chair Luthi called the November 2, 2022 Planning Commission Meeting to order at 6:30pm. II. ROLL CALL Roll Call: Commissioner Booth - present Commissioner Swikoski - absent/excused Commissioner Baham - present Commissioner Burns - present Vice Chair Luthi - present Chair Zuniga - absent/excused A quorum was present. III. APPROVAL OF THE AGENDA Commissioner Booth moved to approve the agenda of the November 2, 2022 Planning Commission Meeting. The motion, seconded by Commissioner Baham, carried with the following roll call vote: Commissioner Booth - yes Commissioner Baham - yes Commissioner Burns - yes Vice Chair Luthi - yes Motion passes unanimously. IV. APPROVAL OF MINUTES 22-444 Approval of the October 5, 2022 Planning Commission Meeting Minutes Attachments: October 5, 2022 Planning Commission Meeting Minutes Commissioner Booth moved to approve the meeting minutes of the October 5, 2022 Planning Commission Meeting. The motion, seconded by Commissioner Burns, carried with the following roll call vote: Commissioner Booth - yes Commissioner Baham - yes Commissioner Burns - yes Vice Chair Luthi - yes Motion passes unanimously. GENERAL BUSINESS 22-426 PUBLIC HEARING: A Resolution of the Planning Commission of the Town of Erie Recommending that the Board of Trustees Approve the Parkdale TOWN OF ERIE Page 2 Printed on 11/16/2022 Planning Commission Meeting Minutes November 2, 2022 Preliminary Plat No. 3 with Conditions Attachments: PC Resolution P22-08 Staff Report Parkdale Preliminary Plat No. 3 Application & Narrative Applicant Materials I Applicant Materials II Parkdale Preliminary Plat No. 3 Development Plans Staff & Referral Agency Comments - Applicant responses Neighborhood Meeting Summary Notifications Applicant Presentation Staff Presentation Erie Gateway South Annexation No 8 PD Zoning Map Vice Chair Luthi announced Agenda Item 22-426: This is a public hearing for a Resolution of the Planning Commission of the Town of Erie Recommending that the Board of Trustees Approve the Parkdale Preliminary Plat No. 3 with Conditions. Vice Chair Luthi opened the Public Hearing at 6:33pm. Chris LaRue, Senior Planner gave a presentation to the Commission on the Parkdale Preliminary Plat No. 3. The applicant, John Prestwich of PCS Group, also gave a presentation to the Commission with additional background information. Vice Chair Luthi asked if there was anyone in attendance virtually to give public comment on this agenda item. There was no one in attendance virtually or in person to give public comment. Vice Chair Luthi brought it back to the Commission for questions/comments of staff and/or the applicant. Some questions/comments included the following: - Is Coal Creek Boulevard a new street? - The entrance from Highway 7- is the stop light to get into this entrance on to Coal Creek Boulevard? - Will traffic on County Line route through Parkdale? - The area shown with all the trees - Is this the main thorough fare? - Housing Diversity - There's 3 types with 1 variation, correct? Did it not meet the housing variety requirement? - Do we have to be mindful in the future plats regarding the housing variations? - Park: Pocket park and the shifting to the Compass neighborhood, can you provide more information? - How do people from Parkdale get over across Arapahoe Rd? TOWN OF ERIE Page 3 Printed on 11/16/2022 Planning Commission Meeting Minutes November 2, 2022 - Utilities: Currently, there's Comcast and Century Link. Is Allo the new communications provider? - Schools: There's a site identified in the subdivision - Is there an indication of when that will go in? - Potentially the whole development will be completed before the school gets built, correct? - Is the whole development 400 homes? - Street parking/guest parking: Where is that located and how many spaces are allotted? Number of spaces relative to the number of units? - Most of the street is available for guest parking, correct? - The staff report notes a potential for traffic signal. Where is that located? - Is there another egress point for the development? Is it a right turn only? - Is there another signaled intersection at the north section? - Does this signal depend on traffic counts? - Potential for a lot of signals in a short area - Drainage Ditch at Baseline Road: Who owns the water rights to that? Is it a privately owned ditch? - Re: The Medium Density zoning requirements: The staff report mentions the whole plot - it's low on the range for medium density, excluding the alleys. Is this normal practice to exclude the alley's? - Clarification: It is below the recommended 6 units per acre but the UDC notes 5 to 10 dwelling units - Fire access for some of the lots - It does not have any restrictions, correct? - Are the 3 lots separated below alley accessed? - How about the 8 lots on the plan on the west? - Re: Cash in lieu - who carries the maintenance for that in the future? - Applauds the housing diversity - It's a good addition to the town - Recommends snow storage in this area as the HOA is responsible for the maintenance of the alleyways - just a suggestion - Are any of the alleyways on Coal Creek Blvd set for emergency access? - How is the lot ownership working? Are they purchased lots or are they purchased like a condo? - Difference between your slide and the staff presentation: Open space between Highway 7 - clarify - Re: The commercial space: Where is that located on Highway 7? - The space between Highway 7 and the development: Are you putting in lots of trees for noise? Vice Chair Luthi closed the public hearing for this agenda item at 7:08pm. There were no final comments from the Commissioners. Commissioner Burns moved to approve Agenda Item 22-426/Resolution P22-08. The motion, seconded by Commissioner Booth, carried with the following roll call vote: Commissioner Booth - yes Commissioner Baham - yes Commissioner Burns - yes Vice Chair Luthi - yes Motion passes unanimously. VII. STAFF REPORTS TOWN OF ERIE Page 4 Printed on 11/16/2022 Planning Commission Meeting Minutes November 2, 2022 Deborah Bachelder, Planning Manager/Deputy Director informed the Commission that their remaining meetings this year all have agenda items. Mrs. Bachelder gave an overview of agenda items for each meeting. It was also noted that Town Attorney, Austin P. Flanagan has drafted Rules of Procedure for the Planning Commission, which are procedures referenced in the municipal code, for the Commission to review at one of the upcoming meetings. These Rules of Procedure will go before the Board of Trustees in December for adoption. Mrs. Bachelder also provided an update on the vacant Planning Commission seat. The Board of Trustees will conducting interviews at a Special Meeting. The Board will announce the appointment of said Commissioner at their December 13, 2022 regular meeting. Chair Zuinga had reached out to Planning & Development Director, Sarah Nurmela regarding an opportunity to have a Pre-Planning Commission Meeting dinner in an effort for the Planning Commission to chat and get to know each other outside of the regular meetings. There will be a few dinners planned in 2023, after the new Commissioner is announced. Melinda Helmer, Secretary to the Planning Commission, will reach out to the Commissioners regarding any dietary needs and on the date of the first Pre-Meeting dinner. The dinner would more than likely occur on the 2nd monthly meeting date and would be held quarterly. Commissioner Burns asked if this would be subject to the Sunshine Laws? Since more than 3 Commissioners would be in attendance, staff would advertise the time of the Pre-Meeting dinner to the public. Dan Harvey, Town Attorney noted that during the Pre-Meeting dinner, the Commission should not discuss any Public Hearing items during this time. Those discussion and comments should occur during the Public Hearing portion of that specific agenda item during the meeting. 22-417 Planning & Development Monthly Report Attachments: Planning & Development Monthly Report - September 2022 VIII. COMMISSIONER REPORTS AND DISCUSSION ITEMS Commissioner Booth noted that there is leaf composting and pumpkin composting coming up. Please check the Town of Erie website for more information. Vice Chair Luthi confirmed the location the composting. IX. ADJOURNMENT Vice Chair Luthi adjourned the November 2, 2022 Planning Commission Meeting at 7:16pm.
