Public Comment • Todd Fessenden from the Public Works department described current sustainability projects. o Water treatment plant > add a micro turban/hydro turban that would produce electricity directly into the plant. o Wastewater treatment plant > feasibility study of taking solid waste through a process (greenhouse/concrete slab heat system powered by solar) that would that would dry it out and ultimately reduce that would make the waste valuable to where the town would not have to pay to dispose of it, as people would be interested in collecting it. o Regarding the Electric Vehicle pilot program while there are some funding questions/considerations the town has been moving toward hybrid. They added a Rav 4 last year and this year. Next year they would look at electric vehicles though there would need to be infrastructure (charging station). 6. Member Reports • Brief introductions 7. Trustee Liaison Report – Christiaan van Woudenberg 1. Todd along with majority of board went to CML in Vail last week. Laurie Johnson rep for Colorado Association for Recycling from Lafayette was there. Potential to work together to close the loop and move toward circular pattern that we can reduce, reuse, recycle. Had good advice for municipalities starting out. We should focus on tangible, measureable, actionable plan that we can execute within 12 months. As a board we should talk about action items that we can spearhead, such as a waste audit to identify where we are and create a benchmark. From there we can identify opportunities so we can measure effect. There are several grant programs through organizations like CDPHE and others. Momentum is a large glass recycler in Denver. Recycling supports 10x jobs as a landfill. Construction debris is easier to recycle than plastic, an easy target for recycling. 2. With the recent issues with wind blowing trash out of the landfill, we should consider working with municipalities to enact a plastic bag ban. Potentially do something like that within Erie, but also with surrounding municipalities to create a Northern Colorado joint effort – a coalition of groups trying to do more, potentially bridge counties together. Potentially consider a ban on plastic straws as well. Single stream recycling is having issues with China imposing restrictions on importing single stream recyclables. 8. Staff Report The staff liaison for the board is Hannah Hippely from the planning department. She worked on PiE. Tom will follow up to ensure she is added to the Sustainability email distro and invited to future meetings. • Discuss concerns related to the Recycling Center at 1000 Briggs St – Todd Fesseden • Town has faced issues with illegal dumping. The center is served by Waste Connections. They are not able to move anything that blocks their access to the recycling bins. Town staff then has to take action to clean up, and we lose time and have cost for waste. • Town is getting pricing for cost of a gate and would potentially change hours from dawn till dusk. • Maybe a solar powered gate so staff doesn’t have to open and close the center. • Need to discuss a longer term solution. The current location is in the flood zone, which is not ideal. • The board will schedule a study session with relevant staff to discuss short term and long term solutions that we can make recommendation and action items. 9. Old Business • Questions/comments about the Sustainability Survey Results distributed at the last meeting. • Comments/questions regarding the Board training • Discuss and agree upon the structure of the Master Plan. o We need to agree on mission and vision. o The plan should not discuss the how. o Need to consider what it looks like when we’re done. o Focus on tangible, Measurable and actionable • Outline a schedule and key milestones for the creation of the plan. o Tom to create a schedule and send it to us for review with objective of approving. 10.
