I. CALL MEETING TO ORDER
Madam Chair Carroll called the June 4, 2019 Urban Renewal Authority meeting to
order at 6:30 pm.
II. ROLL CALL
Present 9- Scott Charles, Adam Haid, Geoff Deakin, Jennifer Carroll, Dan Woog, Bill Gippe,
Christiaan van Woudenberg, Tina Harris, and John Ahrens
Absent 1- Barbara Kirkmeyer
III. APPROVAL OF THE AGENDA
Commissioner Deakin moved to approve the June 4, 2019 Urban Renewal
Authority agenda; the motion was seconded by Commissioner Haid. The motion
carried with an eight (8) for and one (1) against vote with Commissioner Charles
voting no.
Aye: 8- Commissioner Haid, Commissioner Deakin, Chairperson Carroll, Commissioner
Woog, Commissioner Gippe, Commissioner van Woudenberg, Commissioner
Harris, and Commissioner Ahrens
Nay: 1- Commissioner Charles
IV. CONSENT AGENDA
Commissioner Deakin moved to approve the Consent Agenda; the motion was
seconded by Commissioner Haid. The motion carried with all present voting in
favor thereof.

Carroll, Commissioner Woog, Commissioner Gippe, Commissioner van

19-277 An Executive Session To Hold A Conference With The Authority's Attorney
To Receive Legal Advice On Specific Legal Questions, Pursuant To
C.R.S. § 24-6-402(4)(B), Concerning The Proposed Settlement
Agreement With Lafayette
Commissioner Deakin moved to go into executive session to hold a conference
with the Authority's Attorney to receive legal advice on specific legal questions,
pursuant to C.R.S. § 24-6-402(4)(b), concerning the proposed settlement
agreement with Lafayette. The motion was seconded by Commissioner Haid. The
motion carried with all present voting in favor thereof.
Madam Chair Carroll announced; It's Tuesday, June 4, 2019, the time is 6:32 pm.
For the record, I am the presiding officer, Madam Chair Carroll. As required by
the Open Meetings Law, this executive session is being electronically recorded.
Also present at this executive session are the entire Urban Renewal Authority,
Urban Renewal Authority Attorney Carolynne C. White, Economic Development
Manager Ben Pratt, Deputy Town Administrator Farrell Buller, and Town
Administrator Malcolm Fleming.
Madam Chair Carroll annouced; the time is 7:11 pm, and the executive session
has been concluded. For the record, if any person who participated in the
executive session believes that any substantial discussion of any matters not
included in the motion to go into the executive session occurred during the
executive session, or that any action occurred during the executive session in
violation of the Open Meetings Law, I would ask that you state your concerns for
the record.
Hearing none, Madam Chair Carroll moved to the next agenda item.

Lafayette (“Lafayette”)

seconded by Commissioner Haid. The motion carried with an eight (8) for and
one (1) against vote with Commissioner Charles voting no.

seconded by Commissioner van Woudenberg. The motion carried with an eight

19-273 Attorney and Staff Update on May 28, 2019 Meeting with Weld County
Board of County Commissioners Regarding the I-25 URA
Attachments: I-25 Urban Renewal Plan - IGA PPT 5.28.19
The Authority gave direction to the Authority's Attorney to add an amendment to
the letter to the Weld County Commissioners to request that they counter propose
by a date certain.
