Escondido City Council
The Regular Meeting of the Escondido City Council was called to order at 3:30 p.m. on Wednesday, April 13,
2016 in the Council Chambers at City Hall with Mayor Abed presiding.
ATTENDANCE:
The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Councilmember
John Masson, Deputy Mayor Michael Morasco, and Mayor Sam Abed. Quorum present.
CLOSED SESSION: (COUNCIL/SUCCESSOR AGENCY/RRB)
MOTION: Moved by Councilmember Diaz and seconded by Councilmember Masson to recess to Closed Session.
Motion carried unanimously.

CALL TO ORDER
The Regular Meeting of the Escondido City Council was called to order at 4:30 p.m. on Wednesday, April 13,
2016 in the Council Chambers at City Hall with Mayor Abed presiding.
MOMENT OF REFLECTION:
Mel Bittner led the Moment of Reflection.
FLAG SALUTE
Mayor Abed led the Flag Salute.
ATTENDANCE:
The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Councilmember
John Masson, Deputy Mayor Michael Morasco, and Mayor Sam Abed. Quorum present.
Also present were: Graham Mitchell, City Manager; Jeffrey Epp, City Attorney; Bill Martin, Interim Director of
Community Development; Ed Domingue, Director of Public Works; Diane Halverson, City Clerk; and Michael
Thorne, Minutes Clerk.
ORAL COMMUNICATIONS
Alex Galenes, Escondido, supports building a new library in Grape Day Park.
RobRoy Fawcett, Escondido, stated the Municipal Code sign Ordinance should be removed.
MOTION: Moved by Deputy Mayor Morasco and seconded by Councilmember Masson to approve the following
Consent Calendar items. Motion carried unanimously.
1. AFFIDAVITS OF PUBLICATION, MAILING AND POSTING (COUNCIL/SUCCESSOR
AGENCY/RRB)
2. APPROVAL OF WARRANT REGISTER (Council/Successor Agency)
3. APPROVAL OF MINUTES: None Scheduled
4. VECTOR HABITAT REMEDIATION PROGRAM FUNDING GRANT -
Request City Council approve authorizing the Director of Utilities or his designee to submit an
application to the County of San Diego's Department of Environmental Health (DEH) for a Vector
Habitat Remediation Program grant. (File No. 0480-70)

The following Resolutions and Ordinances were heard and acted upon by the City Council/Successor
Agency/RRB at a previous City Council/Successor Agency/Mobilehome Rent Review meeting. (The title of
Ordinances listed on the Consent Calendar are deemed to have been read and further reading waived.)
5. SHORT-FORM RENT INCREASE APPLICATION FOR VALLEY PARKWAY MOBILE HOME PARK
Request City Council consider for approval the short-form rent increase application submitted by Valley
Parkway Mobile Home Park granting an increase of 75 percent of the change in the Consumer Price
Index, or 2.822 percent (an average of $13.54) for the period of December 31, 2013 to December 31,
2015. (File No. 0697-20-10063)
Staff Recommendation: Consider for Approval (Community Development Department: Bill
Martin)
RRB RESOLUTION NO. 2016-02
Karen Youel, Housing Manager, presented the staff report, utilizing a PowerPoint presentation.
Andrew Modglin, Code Enforcement, was available to answer questions.
Mayor Abed opened the public hearing.
Clint Lau, Owner's Representative, was available to answer questions and provided information regarding
park projects.
Iris Henderson, Resident Representative, expressed concern with children playing in park streets and that
park rules need to be updated.
Mary Spear, Escondido, noted the entrance to the park needs to be cleaned.
Billie Pinzon, Escondido, stated the park has not been modified to serve families and children.
Mayor Abed closed the public hearing.
MOTION: Moved by Councilmember Gallo and seconded by Councilmember Masson to approve the short-form
rent increase application submitted by Valley Parkway Mobile Home Park granting an increase of 75 percent of
the change in the Consumer Price Index, or 2.822 percent (an average of $13.54) for the period of December
31, 2013 to December 31, 2015 and adopt RRB Resolution No. 2016-02. Motion carried unanimously.
6. SHORT-FORM RENT INCREASE APPLICATION FOR GREEN TREE MOBILE ESTATES -
Request City Council consider for approval the short-form rent increase application submitted for Green
Tree Mobile Home Estates granting an increase of 75 percent of the change in the Consumer Price
Index, or 2.822 percent (an average of $15.39) for the period of December 31, 2013 to December 31,
2015. (File No. 0697-20-10065)
Staff Recommendation: Consider for Approval (Community Development Department: Bill

RRB RESOLUTION NO. 2016-04
Karen Youel, Housing Manager, presented the staff report, utilizing a PowerPoint presentation.
Mayor Abed opened the public hearing.

Kenneth Weiner, Owner's Representative, was available for questions and noted issues that have been
resolved in the park. Mentioned improvements that have been made in the park such as clubhouse access via
lockbox key, and lowered latch on pool entrance.
Sharon Fischer, Resident Representative, stated residents desire a barbeque area to be installed in a
dated shuffleboard court; stated there is a strong sense of community in the neighborhood and requested a
denial of the rental increase.
Stefanie Venema, Escondido, stated park amenities are not sufficient to warrant a rent increase.
Donald Bartow, Escondido, requested Council consider the number of residents protesting and thanked
community members that came to the meeting.
Mayor Abed closed the public hearing.
MOTION: Moved by Councilmember Masson and seconded by Councilmember Gallo to continue item for 30
days to May 11, 2016. Ayes: Gallo, Masson, Morasco and Abed. Noes: Diaz. Absent: None. Motion carried.
FUTURE AGENDA
7. FUTURE AGENDA -
The purpose of this item is to identify issues presently known to staff or which members of the City
Council wish to place on an upcoming City Council agenda. Council comment on these future agenda
items is limited by California Government Code Section 54954.2 to clarifying questions, brief
announcements, or requests for factual information in connection with an item when it is discussed.

COUNCIL MEMBER'S SUBCOMMITTEE REPORTS
Councilmember Masson reported on the League of California Cities meeting with a presentation by the San
Diego County Water Authority regarding rates and a presentation from Environmental Quality regarding the
desalination plant.
Deputy Mayor Morasco reported on the Regional Solid Waste Association meeting and its strong financials;
noted the upcoming California Center for the Arts Subcommittee meeting next week, and the School
Subcommittee meeting in June.
Mayor Abed reported that SANDAG did not vote on the sales tax increase and is still discussing options.
