CITY OF ESCONDIDO April 20 1 2016 3:30 P.M. Meeting Minutes Escondido City Council CALL TO ORDER The Regular Meeting of the Escondido City Council was called to order at 3:30 p.m. on Wednesday, April 20, 2016 in the Council Chambers at City Hall with Mayor Abed presiding. ATTENDANCE: The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Councilmember John Masson, Deputy Mayor Michael Morasco, and Mayor Sam Abed. Quorum present. CLOSED SESSION: (COUNCIL/SUCCESSOR AGENCY/RRB) Motion: Moved by Deputy Mayor Morasco and seconded by Councilmember Gallo to recess to Closed Session. Motion carried unanimously. I. PROCLAMATIONS: Earth Day - April 22, 2016 PRESENTATIONS: Earth Day Poster Contest Awards ATTENDANCE: The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Councilmember John Masson, Deputy Mayor Michael Morasco, and Mayor Sam Abed. Quorum present. Also present were: Graham Mitchell, City Manager; Jeffrey Epp, City Attorney; Bill Martin, Interim Director of Community Development; Ed Domingue, Director of Public Works; Diane Halverson, City Clerk; and Michael Thorne, Minutes Clerk. I ORAL COMMUNICATIONS I Michael Riddle, Escondido, mentioned an event, "Celebrate Jesus" in Grape Day Park held by various churches. April 20, 2016 Escondido City Council Minutes Book 55 Page 475 Councilmember Gallo removed item 5 from the Consent Calendar for discussion. MOTION: Moved by Councilmember Masson and seconded by Deputy Mayor Morasco to approve the following Consent Calendar items. Motion carried unanimously. 1. AFFIDAVITS OF PUBLICATION, MAILING AND POSTING (COUNCIL/SUCCESSOR AGENCY/ RRB) 2. APPROVAL OF WARRANT REGISTER (Council/Successor Agency) 3. APPROVAL OF MINUTES: Regular Meeting of April 6, 2016 4. FIRST AMENDMENT TO CONSULTING AGREEMENT FOR THE DESIGN OF A MEMBRANE FILTRATION/REVERSE OSMOSIS FACILITY FOR TREATMENT OF RECYCLED WATER FOR AGRICULTURAL IRRIGATION - Request City Council approve authorizing the Mayor and City Clerk to execute a First Amendment to the Consulting Agreement with Black & Veatch Corporation in the amount of $414,650. The Amendment is for additional engineering services to prepare construction drawings and specifications for a membrane filtration and reverse osmosis facility with a capacity of 2 million gallons per day (MGD). Continued from March 23, 2016 (File No. 0600-10 [A-3132]) Staff Recommendation: Approval (Utilities Department: Christopher W. McKinney) RESOLUTION NO. 2016-47 5. CALIFORNIA FRANCHISE TAX BOARD CITY BUSINESS TAX PROGRAM - Request City Council approve authorizing the Director of Community Development to execute an agreement with the State of California Franchise Tax Board (FTB) to renew and continue the City's participation in the FTB City Business Tax Program. (File No. 0480-40) Staff Recommendation: Approval (Community Development Department: Bill Martin) RESOLUTION NO. 2016-56 Councilmember Gallo questioned if the City contracts with a company to track business licenses. Bill Martin, Interim Director of Community Development, explained using an outside agency was not efficient. MOTION: Moved by Councilmember Gallo and seconded by Councilmember Masson to approve authorizing the Director of Community Development to execute an agreement with the State of California Franchise Tax Board (FTB) to renew and continue the City's participation in the FTB City Business Tax Program and adopt Resolution No. 2016-15. Motion carried unanimously. CONSENT — RESOLUTIONS AND ORDINANCES (COUNCIL/SUCCESSOR AGENCY/RRB) The following Resolutions and Ordinances were heard and acted upon by the City Council/Successor Agency/RRB at a previous City Council/Successor Agency/Mobilehome Rent Review meeting. (The title of Ordinances listed on the Consent Calendar are deemed to have been read and further reading waived.) April 20, 2016 Escondido City Council Minutes Book 55 Page 476 CURRENT BUSINESS 6. PROPOSED FEE INCREASE FOR EMERGENCY MEDICAL SERVICE AMBULANCE TRANSPORTATION - Request City Council approve authorizing a fee increase for Emergency Medical Services (EMS) transportation for Advanced Life Support (ALS) and Basic Life Support (BLS) provided to resident and non-resident patients. (File No. 0480-30) Staff Recommendation: Approval (Fire Department: Michael Lowry) RESOLUTION NO. 2016-57 Michael Lowry, Fire Chief, Russell Knowles, Deputy Fire Chief, and Rick Vogt, Fire Division Chief, presented the staff report, utilizing a PowerPoint presentation. MOTION: Moved by Deputy Mayor Morasco and seconded by Councilmennber Diaz to approve authorizing a fee increase for Emergency Medical Services (EMS) transportation for Advanced Life Support (ALS) and Basic Life Support (BLS) provided to resident and non-resident patients and adopt Resolution No. 2016-57. Ayes: Gallo, Diaz, Masson and Morasco. Noes: Abed. Absent: None. Motion carried. 7. 2015-16 CITY COUNCIL ACTION PLAN UPDATE - Request City Council receive and file the 2015-2016 City Council Action Plan update. (File No. 0610- 95) Staff Recommendation: Receive and File (City Manager's Office: Graham Mitchell) Graham Mitchell, City Manager, presented the staff report. NO ACTION, INFORMATION ONLY. 8. DEFERRED MAINTENANCE CAPITAL PROJECTS WORKSHOP - Request City Council consider the information presented regarding recent capital projects that are underway or have been completed. (File No. 1020-75) Staff Recommendation: Receive and File (Public Works Department: Ed Domingue) Ed Domingue, Director of Public Works, Richard O'Donnell, Deputy Director of Public Works/Maintenance, and Ira Morgan, Building Maintenance Superintendent, presented the staff report, utilizing a PowerPoint presentation. NO ACTION, INFORMATION ONLY. 9. FUTURE AGENDA - The purpose of this item is to identify issues presently known to staff or which members of the City Council wish to place on an upcoming City Council agenda. Council comment on these future agenda items is limited by California Government Code Section 54954.2 to clarifying questions, brief announcements, or requests for factual information in connection with an item when it is discussed. Staff Recommendation: None (City Clerk's Office: Diane Halverson) April 20, 2016 Escondido City Council Minutes Book 55 Page 477 COUNCIL MEMBER'S SUBCOMMITTEE REPORTS Councilmember Gallo reported on North County Transit District's negotiations with bus drivers and noted the possibility of a work stoppage. Councilmember Morasco reported on the CCAE Subcommittee meeting information, including a full upcoming lineup; the Dancing with Our Stars Fundraiser raised over $60,000; noted many education programs that utilize the Center are grant funded, and there is a deficit of 250,000 due to low donations. Community Day of Service is this Saturday in honor of Earth Day to provide service to the parks and community. Coffee with the Council will be next Tuesday at 7:30 a.m. at the Escondido Chamber of Commerce.
