RATIFICATION OF THE CITY MANAGER’S DECLARATION OF A LOCAL EMERGENCY CONCERNING CONDITIONS IN THE HARMONY GROVE CREEK BED AREA (PROCLAMATION NO. 2024-03 - Request the City Council Adopt Resolution No. 2024-192 ratifying the City Manager’s Proclamation No. 2024-03, issued on December 15, 2024, relating to conditions of a local emergency in and around the Harmony Grove Creek Bed Area arising from encampments and unauthorized persons loitering in the area; and Approve a budget adjustment transferring $4,000,000 from General Fund Reserves to a new Harmony Grove Remediation account (Account No. NEW-229), primarily for funding of a perimeter fence to prevent unauthorized entry.
