MEASURE I CITIZENS' OVERSIGHT COMMITTEE BYLAWS Request the Measure I Citizens’ Oversight Committee consider approving the bylaws proposed by the Escondido City Council. Staff Recommendation: Approval (City Clerk’s Office: Zack Beck) Presenter: Zack Beck, City Clerk Georgine Tomasi – Requested the bylaws be updated to require that only Escondido-residents be allowed to serve on the Citizens’ Oversight Committee. FISCAL YEAR 2025/2026 OPERATING BUDGET Request the Measure I Citizens’ Oversight Committee review the Fiscal Year 2025/26 Annual Operating Budget adopted by the City Council on June 18, 2025.
