FLAG SALUTE The City Council conducts the Pledge of Allegiance at the beginning of every City Council meeting. CALL TO ORDER Roll Call: Fitzgerald, C. Garcia, J. Garcia, Martinez, White ORAL COMMUNICATIONS None WORKSHOP 1. COUNCIL VISION WORKSHOP The City Council will hold a facilitated workshop to establish key priorities for the future of Escondido, focusing on ensuring the continued delivery of essential services. The conversation will initiate the discussion on how the new revenue generated by the passage of Measure I can be strategically allocated to support the City’s most critical needs. Council members will explore essential services, community priorities, organizational operations, and policy proposals. Summary: The City Council affirmed key priorities for the City Manager to execute in order to transform organizational operations and better serve the community. The Council supported initiatives focused on improving customer service, restoring organizational capacity, and aligning organizational efforts with Council goals, such as public safety, business development, and community growth. The City Manager was tasked with taking actionable steps, including improving staffing levels, enhancing cross-departmental collaboration, and developing clear success metrics. This plan aims to strengthen operational efficiency, attract talent and businesses, and ensure long-term prosperity for Escondido.
