ORD 2023-007: TRANSPORTATION SYSTEM PLAN AND AIRPORT AMENDMENTS TSP Adoption: The City of Estacada is proposing the adoption of a Transportation System Plan, which includes amendments to Chapter 6, 10, and 12 of the Estacada Comprehensive Plan and to several sections of Title 16 – Development of the Estacada Municipal Code relating to the City’s transportation network and Valley View Airport. This proposal was developed to meet the requirements of OARs 660-012 and 660-013, and its recommendations were developed based on guidance from the public, state and local agencies, stakeholders, city boards, and the City Council. Airport: The City is proposing airport-related amendments to the Comprehensive Plan and Development Code to be adopted alongside the Transportation System Plan. Because the proposed airport-related code would prohibit new residential development on properties adjacent to (not part of) the Valley View Airport, the City is also proposing (offering) to re-designate those airport-adjacent properties to the Low Density Residential (R-1) Zoning designation at no cost to the property owner. No City Zoning will apply to any property until the property is annexed into City limits, and the City is not proposing to annex any properties into City limits. Individual property owners may request annexation into City limits if they meet the criteria for annexation. The City can honor any property owner’s request to be excluded from this proposed Zone Designation Change in the event that they wish for their property to be zoned with the new “Airport” zoning upon their property’s future annexation into City limits. Unless they intend for their property to someday be developed with airport-specific uses, staff recommends redesignating their property to the R-1 zoning designation as proposed.  This proposal is subject to the applicable criteria for development code amendments established in Estacada Municipal Code chapter 16.128, applicable goals and policies of the Estacada Comprehensive Plan, and Statewide Planning Goals, specifically Goal #12 (Transportation). 5.
