1. Call to Order
The meeting was called to order by Vice Chair Eric Sale at 8:05 AM.
2. Approval of Meeting Minutes
The minutes from the previous meeting were reviewed.
Motion: A motion to approve the minutes was made and seconded. The motion was carried unanimously.
3. Public Comment
There were no public comments during this time.
4. Election of New Chair
Discussion: It was noted that the former Chair, Beau Brosseau, resigned from the position prior to this meeting.
The Commission debated the chair position and nominated Ryan Carpenter to serve as the new Chair.
Motion: A motion to elect Ryan Carpenter as the new Chair was made and seconded. The motion passed 5 to 0.

5. Vice Chair Resignation and Election
Discussion: Vice Chair Eric Sale resigned from the vice chair position. The Commission discussed nominations
for a new Vice Chair.
Nominee: Scott Stahl was nominated to serve as the new Vice Chair.
Motion: A motion to elect Scott Stahl as Vice Chair was made and seconded. The motion passed 5 to 0.
6. Tax Incremental Financing Presentation
Staff presented a detailed overview of Tax Incremental Financing (TIF) and its potential applications for the
City of Estacada. The Commission debated the benefits of moving forward with a recommendation to the City
Council to study the establishment of a new Urban Renewal Area (URA).
Motion: A motion to recommend the study of a new Urban Renewal Area to the City Council was made and
seconded. The motion passed 6 to 0.
Action Item: Staff will work to schedule a time in March to present this recommendation to the City Council.
7. Draft Economic Development Strategic Plan Template
The Commission reviewed the draft template for the Economic Development Strategic Plan.
Discussion:
● The draft included several goals and recommendations input from the commissioners..
● The Commission provided suggestions on areas requiring further development, such as business
retention strategies and infrastructure development.
Action Item: The Commission is to provide any final comments on the draft to staff by February 19th.
Staff will compile the feedback for the next meeting.
8. Commissioner Comments
There was a general discussion regarding the strategic plan and the need to focus on the city’s housing needs,
particularly workforce housing. The Commission agreed that addressing housing affordability and availability
for workers is crucial for future economic growth. Additionally, it was noted that a tourism component is
included in the plan, highlighting the importance of promoting the city's attractions and leveraging tourism as a
driver for economic development. Staff will work to have an overview of the housing in Estacada presentation at
the next meeting.
9. Next Meeting Schedule
The Commission discussed the challenges of scheduling with the new Chair, and after deliberation, everyone
agreed to move future meetings to the second Tuesday of each month at 10:00 AM.
Action Item: Staff will send an update to the Commission on the new time and dates for the future meetings.
