Monday, May 11, 2026 at 5:30 pm
1. CALL TO ORDER & ROLL CALL
Minutes:
Chair Ingvall called the meeting to order at 5:30 p.m. Members present: Ingvall, Hash,
Ehret, Jensen. Also present: P. Clayton, A. Petersen, R. Hash, L. Ruter
a. The minutes of the April 13, 2026 meeting to be corrected or approved.
Minutes:
Motion by Jensen, seconded by Ehret to approve the minutes of the April 13,
2026 meeting. All ayes, motion carried.
b. The budget report through April to be received and filed.

c. P&R Special Projects Account through April to be received and filed.

The special projects account report through April was received and filed.
OLD BUSINESS
2. Water Trail Kiosks
Minutes:
Ruter informed the Board that she is working with the DNR on the Water Trail Kiosks.
Emmet County Water Trails is requesting permission to install the kiosks on City
property. The kiosks will be similar in style to the ones placed in National and State
Parks and have a map of water trail, information on wildlife and vegetation specific to
our water trail, historical information specific to the area. They will be bolted down to a
concrete pad. State is paying the balance we don't have.
The kiosks will be at all Emmet County River Trail accesses, the Rock Garden and the
Swinging Bridge.
Motion by Hash to approve, which was seconded by Ehret. All ayes, motion carried.
NEW BUSINESS
3. Emmet County Wellness Coalition Summer Safety Event
Minutes:
Clayton presented a request from the Emmet County Wellness Coalition regarding the
Summer of Safety Event that will be in Library Square on June 18 from 4:30 p.m. - 6:30
p.m. Motion by Hash, seconded by Jensen to provide 8 picnic tables for the event. All
ayes, motion carried.
4. Batting Cage Project Funding Request
Minutes:
Ehret made a motion to table this item. All ayes, motion carried.
5. Electric Scooters
Minutes:
Clayton informed the Board of recent complaints regarding the use of electric scooters
in the parks, including on the play equipment in Lincoln Park and through crowds of
people at Thoreson Park. Section 510.3 of the City Code states that no person shall
operate a motor vehicle in the parks unless designated by the Parks Board. Clayton will
order signs for the parks regarding electric scooters and ask Law Enforcement to assist
in enforcement.
6. Request from ELC to use Spurgin Park on September 11, 2026 for a Homecoming
celebration.
Minutes:
Clayton presented a request for ELC to use Spurgin Park on Sept. 11, 2026 for
Homecoming celebration after the game. There is to be no fire, must be done by
midnight and chaperoned.
Motion by Hash, seconded by Ingvall to approve. All ayes, motion carried.
7. Foreman's Update
Minutes:
The Parks Maintenance crew has been busy this spring. Made necessary repairs and
started irrigation systems at Library Square and Thoreson Park, opened the bathrooms,
sprayed for weeds as weather allowed, mowed each park at least twice, supervised
repairs to the tennis courts, and power washed the pool. We need to think about
resurfacing the tennis courts so we can have another 5 years of warranty.

Motion by Hash, seconded by Jensen to adjourn the meeting at 6:43 p.m. All ayes,
motion carried.
