WS=work session. Highlighted in yellow is change from 4/21 version. Local Financial Sustainability • HB 2015: Local Marijuana Tax Increase. Support. o Update: In House Revenue, likely not moving. Potentially an option on the Senate side, but LOC is brokering a deal with AOC for a 20% payment to counties of any increase passed at the local level. • HB 3040: System Development Charges. Oppose. o Amended to a study bill and ‘transparency’ mandates for local governments. Passed out of committee unanimously, move to Ways and Means. Will work on amending and opposition in W+M. Housing/Land Use/Homelessness • HB 2006: Shelter Siting and HB 2004: Shelter Funding Bill. Support. o HB2006 Passed House and Senate-now to Governor for signature. HB2004-out of committee and into W+M, where it will stay. Funding from HB2004 was placed into HB5042-budget reconciliation bill that the Gov signed on 4/15 and now state law. Lane County should receive funding soon. • HB 2100: Modernizing Oregon’s Housing Stabilization Funding System. Support. o Bill was amended to create a Housing Stability Council with local gov representation and role in funding recommendations to OHCS. Also created a task force to come back with recommendations by Jan 15, 2022 for implementation by July 1, 2022. Passed out of committee unanimously and sent to Ways+Means. • HB 2283 /SB 458: Middle Housing Land Division. Neutral with Amendments o SB458 became the vehicle. Passed Senate 24-4-2. Assigned to House Committee on Housing, with a PH on 5/4. • HB 2558: Housing Density Near Transit. Oppose. Dead for Session. • HB 2583: Occupancy Limits. Neutral. o Passed House and passed Senate, waiting to move to Governor for signing. • HB 3115: Boise v Martin and HB 2367: Right to Rest. Neutral. HB 2367 Dead for Session o Passed House 35-23. Assigned to Senate Judiciary with a PH on 5/4. • HB 3124: Camping Notices. Neutral with Amendments o 4/19 Passed House 39-16-5. Amended to 30 day holding time and 72-hour notice. Met with Rep Lively-he is working on -2 amendments taking into our consideration for  May 5, 2021 additional exemptions to the 24 hr rule and also some wording related to ‘drug paraphernalia’. Scheduled for PH on 5/4 but postponed to 5/6. • SB 8: Affordable Housing Siting Bill. Neutral with Amendments o Passed Senate and now in House Committee on Housing Public Safety • HB 2426: Urban Search and Rescue funding. Support o Passed out of Committee and moved to Ways and Means. • SB 295: Aid and Assist. Support o Passed Senate, in House Judiciary waiting for WS on 5/13. • SB 554: Firearm Possession Restriction-Local Control. Support o Passed Senate. Passed House- after stripping the local government authority out of the bill as a Democratic compromise. To the Governor awaiting signature. • SB 398: Creates crime of intimidation by display of a noose. Support o Passed Senate, in House Judiciary with PH on 5/4, Councilor Evans provided testimony. The next eight bills are part of a package that was negotiated heavily in the House side and was passed out of the chamber and moved to Joint Ways and Means. • HB 2162: Police Training Study. Support • HB 2513: Police Training – Airway Management. Support • HB 2928: Use of Chemicals by Law Enforcement. Support • HB 2929: Duty to Report. Support • HB 2930: Limitation on Arbitrators Decision Making. This legislation includes LOC supported arbitration reform. Support • HB 2932: Database of Physical Force. Support • HB 2936: Pre-Certification Prior to Training. Support • HB 3059: Repeal of State Statute. Support o Note: Chief Skinner provided testimony in opposition to this bill in his role with Oregon Association Chiefs of Police, and the bill was amended taking into account his testimony and the on-going positive use of the declaring unlawful assemblies. • HB 3355: Law Enforcement Identification. Support General Government • HB 2478: maintains exemption for public agency attorney/client records. Support. o In House Rules, PH held on 4/1 seeking work session. Transportation • HB 2530: Photo radar for high speed corridors. Support. Dead for Session. • HB 3055: Transportation Omnibus with local control for speed setting. Support o Still in Joint Transportation-subject to second chamber deadlines-bill is being amended. PH on 4/27 and follow up on 5/6. Climate Recovery/Environment • HB 2180: EV parking requirement for new construction. Support o Passed out of House, in Senate Energy and Environment-PH on 4/29. NECA working to amend to put the requirements in land use code and out of building codes. We are working with coalition to keep it in the building code. Wilde is chief sponsor. • HB 2398: Reach Code. Passed out of Committee and sent to Ways and Means. • HB 2488: Climate Justice Land Use. Support with amendments o Passed out of committee with -7 amendments, sent to Ways and Means. • SB 570: Product Stewardship for Mattresses. Support. o Passed out of committee and sent to Ways and Means. • SB 582: Updating State Recycling System. Support. o Passed out of committee and sent to Ways and Means. • SB784: Authorizes public utility to seek rate recovery for resiliency measures. Watch o Passed out of committee and assigned to Ways and Means. Budget Requests • Riverfront Park and Plaza-$5M gap funding request from Capitol Construction Committee- Ways and Means. PH on 5/7-Mayor Vinis signed up for testimony. • ARPA Requests-nine projects that were submitted for consideration on April 2. Each Senate District receives $8M ($4M for Sen and $2M for each House Member), to distribute on projects within the district, for a total of four projects each member. City’s request for shelter support is being prioritized. Project requests are due to Ways and Means by May 10th. Page 3 of 3
