MovingAhead will prioritize transit, walking, and biking projects so they can be efficiently advanced to design and construction. It focuses on the key corridors identified in Envision Eugene, LTD’s Long‐Range Transit Plan, and the Regional Transportation Plan. MovingAhead is a system‐level approach to corridor investments. Over the next year, MovingAhead will determine the needs of people using transit, biking, rolling with a mobility device, and walking in each corridor; develop concepts for how transit might work in these corridors and what improvements are needed for biking and walking; evaluate the concepts and determine which best meet the community’s needs; select which corridors are most ready for near‐term projects; refine corridor concepts, and complete a study of environmental impacts and benefits. Then, projects will be ready to design, fund, and build. BACKGROUND The Eugene City Council and LTD Board of Directors have twice taken action to focus the MovingAhead analysis on five major street corridors. First, on October 12, 2015, the Council and Board advanced the following MovingAhead corridors for further study to evaluate an EmX alternative, an Enhanced Corridor alternative, and a No‐Build alternative during the alternatives analysis: • Highway 99 Corridor • River Road Corridor • Coburg Road Corridor • 30th Avenue/Lane Community College Corridor And, they recommended that the Martin Luther King, Jr. Boulevard Corridor alternative advance as an Enhanced Corridor and a No‐Build alternative for the Alternatives Analysis. (Attachment A includes conceptual designs for each corridor alternative.) 1 PC Agenda - Page 1 Public involvement efforts continued after the October 2015 action. Different approaches have been employed to reach different audiences. The MovingAhead project team conducted outreach through the following strategies: door‐to‐door corridor canvassing, stakeholder meetings with businesses and nonprofits, and presentations to neighborhood association meetings. A traditional open house was held on March 7, 2016, to unveil the corridor concept plans and seek public input. An online open house provided those unable to attend with an alternative means to participate. This outreach has allowed the MovingAhead team to refine the alternatives for the Alternatives Analysis process. The MovingAhead Oversight Committee reviewed the corridor alternatives in March 2016 and supported the alternatives to move into the Alternatives Analysis process. On April 25, 2016, the Council and Board confirmed their prior direction, and took action to move the MovingAhead corridors into the technical Alternatives Analysis process this summer. NEXT STEPS Public involvement will continue this summer with numerous community events. The outreach focus is to raise awareness about MovingAhead and inform residents of their opportunities to provide input on the project. In the fall/winter of 2016, staff will provide an update to City Council and the LTD Board on the Alternatives Analysis results as well as community outreach conducted this summer. In the winter/spring of 2017, the Eugene City Council and LTD Board will be asked to select a locally preferred alternative (No‐Build, Enhanced Corridor, or EmX alternative) for each corridor. PLANNING COMMISSION ROLE The MovingAhead project includes an Oversight Committee and a Sounding Board. The former is comprised of elected officials and executive staff from the City, LTD, ODOT, and Lane County, while the latter’s members come from and represent numerous City of Eugene and LTD committees, and commissions. Both entities review project proposals and offer critical feedback to the project management team. They also act as conduits back to their constituencies. Planning Commissioners Mills and Nicolello are the Planning Commission’s representatives on the Sounding Board. RELATED CITY POLICIES The MovingAhead project is in alignment and consistent with policy direction contained in the following: Envision Eugene, TransPlan, Draft Eugene Transportation System Plan, LTD Long‐ Range Transit Plan, and Regional Transportation Plan. The 2035 TSP package includes the draft 2035 TSP, corresponding amendments to the Eugene-Springfield Area Metropolitan Area General Plan (Metro Plan), the Eugene- Springfield Transportation Plan (TransPlan), and the Eugene Code, and amendments to the Eugene’s adopted Street Classification Map. This work session provides the Planning Commission an overview of the draft 2035 TSP with highlights of changes made since the Commission’s last update in December 2015. The draft 2035 TSP will be available after 5:00PM Wednesday May 18, 2016, on the project website: www.EugeneTSP.org. BACKGROUND The Eugene 2035 TSP will be Eugene’s local transportation element of the Metro Plan, which remains Eugene’s comprehensive plan. The 2035 TSP updates and replaces TransPlan’s goals, policies, and list of projects that describe how transportation networks should change to accommodate growth, improve livability, and support economic vitality within the Eugene UGB and airport planning area. The 2035 TSP includes a list of projects and activities that should be funded over the next 20 years to keep the city on track towards meeting its goals. There are cost estimates for the proposed projects and a discussion of potential sources of funds to pay for them. The 2035 TSP offers these notable changes from TransPlan: o “Triple-bottom line” sustainability metrics were integrated into the planning process so that the resultant transportation system could optimize its effects on environmental, social, and economic conditions. o Clearer emphasis on social equity and safety, including a “Vision Zero”-influenced policy to underscore that no loss of life or serious injury on our streets is acceptable. 1 PC Agenda - Page 23  o Recognition of, and direct connections to, Eugene’s Climate Recovery Ordinance and the region’s preferred Scenario Plan. o The Eugene Pedestrian and Bicycle Master Plan was updated and incorporated into the TSP. o A new “Complete Streets” policy. o Support for Envision Eugene’s “Key Corridors,” LTD’s frequent transit network, and the active MovingAhead corridor planning program. o Incorporation and adoption of the Randy Papé Beltline Facility Plan. o Updated Levels of Service (changed from D to E for most streets; Eugene’s downtown LOS remains F). o An updated street functional classification map. o An updated project list. Some of these projects will be the basis for revised systems development charges (SDCs) after adoption. Lane County will be asked to co-adopt Eugene’s 2035 TSP for application within in the urban transition area (as Lane County did for Springfield’s local TSP) and the corresponding Metro Plan and TransPlan amendments.
