The Planning Commission reserves 10 minutes at the beginning of this meeting for public
comment. The public may comment on any matter, except for items scheduled for public
hearing or public hearing items for which the record has already closed. Generally, the time
limit for public comment is three minutes; however, the Planning Commission reserves the
option to reduce the time allowed each speaker based on the number of people requesting to
speak.

Subject: Envision Eugene: Urban Growth Boundary Proposal
ISSUE STATEMENT
The City of Eugene is preparing to adopt a new urban growth boundary (UGB), following several
years of community input, technical analysis, revisions and policy check-ins. The Planning
Commission is holding a series of work sessions on the UGB adoption package, in preparation for
a public hearing scheduled for March 7.
At this work session, the Commission will begin to review the materials in the adoption package,
starting with the jobs, parks and schools materials. Any material not covered during this work
session will be discussed at the February 13 work session, along with the residential land
materials.
BACKGROUND
The UGB adoption package is made up of two Eugene ordinances and one Lane County
ordinance. Each Commissioner was provided a binder containing the January 2017 draft UGB
adoption package materials, which are available to the public at www.EnvisionEugene.org. Staff
will walk the Commission through the materials (listed in Attachment A) and answer questions
about the various components and where to find different pieces of information. The purpose of
the meeting is to familiarize the Commission with the UGB proposal and prepare for the public
hearing scheduled for March 7.
NEXT STEPS
The next work session on the UGB materials is scheduled for February 13. A single public hearing,
held jointly with the Lane County Planning Commission, will be held on the entire UGB adoption
package on the evening of March 7, in Harris Hall at 7pm. At 6pm, a work session with both the
Eugene and Lane County Planning Commissions will be held to provide an overview of the
materials and explain the hearing process. No deliberations will take place on March 7. Each
Commission will hold its own post-hearing deliberation meetings and form separate
recommendations to their respective elected bodies.
