CITY OF EUHARLEE CALLED CITY COUNCIL MEETING MAY 18, 2021 6:00 PM CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL EXECUTIVE SESSION: Personnel  CITY OF EUHARLEE RESCHEDULED CITY COUNCIL MEETING MINUTES MAY 18, 2021 Mayor Steve Worthington called the meeting to order. A prayer was led by Council Member David Duncan followed with the Pledge of Allegiance. The following were present Mayor Steve Worthington, Council Members Tim Abbott, David Duncan, Greg Free, Joe Turner, and City Manager James Stephens. Council Member David Duncan motioned to approve the minutes from City Council Meeting 04.06.21, Reconvened Meeting 04.20.21 and Work Session 04.20.21. Council Member Greg Free seconded the motion. The motion carried with Mayor Worthington, Council Members Abbott, Duncan, Free, and Turner all voting in favor. Council Member Joe Turner motioned to amend the agenda to add the POW WOW. Council Member David Duncan seconded the motion. The motion carried with Mayor Worthington, Council Members Abbott, Duncan, Free, and Turner all voting in favor. POW WOW - Joey Pierce Joey Pierce, organizer for the POW WOW expressed his concern about the Frankie Harris Park project and if it would interfere with the POW WOW being held at the facility in October. In previous meetings, the council discussed the project, and it would not interfere with the event and collectively agreed to honor the POW WOW schedule. The event was on the calendar for October 22-24, 2021, but Mr. Peirce said they preferred October 15-17, 2021. Council Member Joe Turner motioned to approve the POW WOW on October 15-17, 2021, at no charge. Council Member David Duncan seconded the motion. The motion carried with Mayor Worthington, Council Members Abbott, Duncan, Free, and Turner all voting in favor. Mayor and Council welcomed Michael Smith a resident of Euharlee to speak and share his thoughts about the history and the past of Euharlee, as well as current and past projects. UNFINISHED BUSINESS Discussion for SWOT Analysis Schedule - James Stephens Through the American Rescue Plan Act, the city could receive at least 1.3 million dollars. In preparation, during the weekly COVID-19 call, to receive funding they would need to know what the threats are. The SWOT analysis will be needed for the city to obtain and spend the American Rescue Act Funds. The city was offered at no cost, to use Tilley Mills to work on the SWOT analysis. It will include the Planning and Zoning Commission members, Historic Preservation Commission members and city department heads. He asked for recommendations to schedule the event. Mayor and Council authorized Mr. Stephens to send out some possible dates. Frankie Harris Park Quotes - James Stephens James Stephens, City Manager said they received two quotes for Frankie Harris Park; one from Winn Construction, who completed a substantial amount of work at the Presbyterian Church. The other one from Calm Water, LLC and the owner, Mr. Winnenburg was present. The low bid was $124,800 from Calm Water, LLC which included 11 RV sites with plumbing and showers. Since the contract was not drafted by an engineer, they need City Attorney Boyd Pettit to draft an agreement on the contract. Council Member Tim Abbott motioned to have the City Attorney draft an agreement with Calm Water, LLC. Council Member David Duncan seconded the motion. The motion carried with Council Members Abbott, Duncan, Free, and Turner voting in favor. Mayor Steve Worthington opposed. He explained he recommended for the area to be fenced, and there was no fence included in the quote. Mr. Stephens said he was not being disrespectful but did not know if the quote would be approved by council and if not, they would not need a fence. The council agreed for Mr. Stephens to get prices for the area to be fenced. NEW BUSINESS Appointment of Planning and Zoning Member - James Stephens James Stephens, City Manager shared the Planning & Zoning Commission had a vacancy for a position. Previously, they requested to increase the number of members, but it was never approved. They received 2 applications and both applicants are extremely qualified. The recommendation from Planning & Zoning is to increase the number of members from 5 to 6, rewrite the bylaws to read the chairman only votes if necessary, and for Lovako Patterson and Frank Graziano to fill the seats. Council Member Tim Abbott motioned to add an additional seat, and to appoint Lovako Patterson and Frank Graziano. Council Member Free seconded the motion. The motion carried with Mayor Worthington, and Council Member Abbott, Duncan, Free, and Turner all voting in favor. Cast Ballot for GMA Officer/ 2nd Vice President - James Stephens James Stephens, City Manager stated that GMA provided names of those officers who were nominated for district offices and Mayor Steve Worthington has been listed as 2nd Vice President. They also requested a vote for 3rd Vice President. Council Member Tim Abbott motioned to approve the list of officers GMA recommended. Council Member David Duncan seconded the motioned. The motioned was carried with Mayor Worthington, Council Members Abbott, Duncan, Free, and Turner all voting favor. Recycling Possibilities - James Stephens James Stephens, City Manager said he had a conversation with Council Member Greg Free about recycling, and reached out to Keep Bartow Beautiful, and the city's trash vendor, Waste Management and is waiting to hear back from them. The idea is to have recycling receptacles as a service for citizens and not for revenue. Council Member Free said the conversation came up from citizens who mentioned having this service in the city and an opportunity to give back to the schools that participate and benefit from recycling. Discussion of Veteran Memorial - Greg Free Council Member Greg Free stated he would like to have a permanent veteran's memorial in the city of Euharlee. There have been some extraordinary people from Euharlee that have served and are currently serving. The flags are great, and the display is the in the museum, but would like to see something permanent to honor veterans. It could be simple to select an area and give people the option to buy bricks to honor veterans commemorating their service. He would be willing to do the research for the project. The council agreed and even thought to include first responders. Council Member Joe Turner motioned to adjourn the meeting. Council Member David Duncan seconded the motioned. The motioned was carried with Mayor Worthington, Council Members Abbott, Duncan, Free, and Turner all voting favor. With no further discussion the meeting adjourned at 8:26 pm.
