FTF at Osborne Park James Stephens  CITY OF EUHARLEE RESCHEDULED CITY COUNCIL MEETING MINUTES JUNE 15, 2021 Mayor Steve Worthington called the meeting to order. A prayer was led by Council Member David Duncan followed with the Pledge of Allegiance. The following were present Mayor Steve Worthington, Council Members David Duncan, Greg Free, Joe Turner and City Manager James Stephens. Council Member Tim Abbott was not present. Council Member David Duncan motioned to approve minutes for Rescheduled City Council Meeting, May 18, 2021. Council Member Greg Free seconded the motion. The motion was carried with Council Members Duncan, Free, Turner, and Mayor Worthington all voting in favor. NEW BUSINESS Food Truck Friday at Osborne Park - James Stephens James Stephens, City Manager reminded council due to the construction at Frankie Harris Park, the Food Truck Friday would be held at Osborne Park for the months of July, August and possibility September depending on the summer weather. He presented council with a tentative plan, the staff prepared, for the event to be held at Osborne Park. It included the location for the performers, portable toilets next to bathrooms, parking for food trucks, as well as, the area for the participants. Leeroy Shepherd from the Public Works Department was present, and he previously consulted with an electrician to ensure there would be sufficient power for the band. Mr. Stephens stated there was one outlet to replace. The electricity is functional, but not designed as Frankie Harris Park, but operable. It was possible for the breakers to trip when the band performed. He wanted to make everyone aware the event may not be perfect, and not to invest money until after July. He added the food trucks would have their own generators. Mr. Stephens wanted approval to move the event to Osborne Park. Council Member Joe Turner motioned to move Food Truck Friday for the months of July, August and September to Osborne Park. Council Member David Duncan seconded the motion. The motion was carried with Council Members, Duncan, Free, Turner, and Mayor Worthington all voting in favor. Axon Body Cameras Renewal – Lieutenant Cliff Yeager Lieutenant Cliff Yeager provided council with information and requested approval to renew the Axon Body Cameras contract for the police department. The current contract is scheduled to expire in August 2021. The total cost for the renewal is $76,017, to be paid annually over the 5-year contract. The contract includes unlimited evidence documentation storage, new equipment every 2-years, have full access and administrative services. James Stephens, City Manager said the contract will be funded through SPLOST and possibly other revenue in the future, but definitely SPLOST for the 1st year. The 2020 SPLOST 6-year referendum would cover the full 5-years, but hopefully there will be revenue from the speed detection camera system to free up SPLOST funds. Council Member David Duncan motioned to accept the 5-year contract with Axon for the body cameras. Council Member Greg Free seconded the motion. The motion was carried with Council Members, Duncan, Free, Turner, and Mayor Worthington all voting in favor. 2020 Final Budget Amendment- James Stephens James Stephens, City Manager presented the 2020 Budget Amendment narrative in reference to the Georgia Code 36-81-3 requirement for an annual balanced budget. He included the budget amendments by line item in a journal entry format. He pointed out the 2020 original budget total was $2,036,700 and the 2020 amended general fund budget was $2,349,639.50 and complies with O.C.G.A. 36-81-3(d) (1). He said the unaudited operating results reflected a favorable variance of $269,748 increase in fund balance. The city received proceeds from the insurance company for storm damages, as well as, funds from the CARES Act; without the CARES funding, there was still a favorable variance for 2020 in the amount of $56,073. Mr. Stephens requested approval for the 2020 budget amendment. Council Member Joe Turner motioned to approve the budget amendment as presented. Council Member Greg Free seconded the motion. The motion was carried with Council Members, Duncan, Free, Turner, and Mayor Worthington all voting in favor. Change Order Frankie Harris Park Project – James Stephens James Stephens, City Manager presented (2) change orders for the FHP RV sites. The first change order was for the fence discussed at the previous meeting. It is a six foot privacy fence with one walk through gate in the amount of $37,180. The second change order, at the City Manager's request, was to increase the power supply at the entrance on the backside of the restrooms to accommodate the east side of the park. The total cost is $14,037. It is not required for the RV, but it would be wise to have for the future. A discussion had taken place in the past to refurbish the power supply. The additional projects will not extend the timeline. Council Member Greg Free asked about the waste water and black holes. It was a draw for campers. Mr. Stephens stated, the contract did not include for dump stations and it will need to be discussed in the future. The current manhole is included and Bartow County Water and Sewer will be able to conduct it. Council Member David Duncan motioned to accept the (2) change orders. Council Member Joe Turner seconded the motion. The motion was carried with Council Members, Duncan, Free, Turner, and Mayor Worthington all voting in favor. POW WOW Original Date on Calendar – James Stephens Council Member Greg Free motioned to change the dates back to the original dates on the calendar for the POW WOW to October 22-24, 2021. Council Member Joe Turner seconded the motion. The motion was carried with Council Members, Free, Turner, and Mayor Worthington all voting in favor. Council Member recused himself from voting because of his partnership with the POW WOW group. A Euharlee resident asked about large commercial vehicles parking on the side of the road in the subdivision. Lieutenant Yeager shared some of the safety guidelines. Mr. Stephens said to contact the police department. He also shared the Planning and Zoning Commission had been reviewing the off-road ordinance along with the state guidelines. Council Member David Duncan motioned to adjourn. Council Member Joe Turner seconded the motion. The motion was carried with Mayor Worthington, Council Members Abbott, Duncan, Free, and Turner all voting in favor.
