AGENDA UPDATE Dianne Kramer, Acting City Manager, asked that Resolution No. 15-22 be removed from the Consent Agenda and considered separately. II. APPROVAL OF MINUTES 15081 April 2, 2015- Regular City Commission Meeting April 9, 2015 - City Commission Workshop A motion was made by Vice-Mayor Holland, seconded by Commissioner Brett, to Approve the Minutes. The motion carried by the following vote: Aye: 5 - Commissioner Brett; Vice-Mayor Holland ; Commissioner LeHeup-Smith ; Commissioner Bob; and Mayor Eckian III. PRESENTATIONS 15076 Recognition of Acting City Manager Dianne Kramer Mayor Eckian, the Commission and staff members recognized Ms. Kramer for her service to the City as Acting City Manager since August 2013 and presented her with the gift of an engraved vase and flower bouquet. Larry Turnbow, resident and City board member, expressed his thanks to Ms. Kramer for including him on the search committee for the new Police Chief Mayor Eckian recognized staff members and former Commissioner Kress Muenzmay and his company Striking Effects for their assistance with the recognition. IV. AUDIENCE TO BE HEARD Tim Totten and Jill Baker addressed the Commission regarding the 2015 Amazing Race for Charity and recognized the local merchants who also supported the event. They announced that a thank you event for volunteers and sponsors would be held on May 19th at 6:30p.m. at Bay Street Players. They also announced that the 2016 event would be held in Eustis. CONSENT AGENDA Mayor Eckian noted that Resolution No. 15-22 would be pulled from the Consent Agenda and listed the remaining items. 15072 Resolution No. 15-18: Additional Public Works Temporary Labor Services 15073 Resolution No.15-19: Purchase in Excess of $50 ,000 for Milling Machine Services 15080 Resolution No. 15-23: Expenditure in Excess of $50 ,000 and Budget Amendment 15078 Memorandum of Agreement for Early Voting Site and Polling Places A motion was made by Vice-Mayor Holland, seconded by Commissioner Bob, to Approve the Consent Agenda as amended with the removal of Resolution No. 15-22. The motion carried by the following vote: Aye: 5 - Commissioner Brett; Vice-Mayor Holland ; Commissioner LeHeup-Smith; Commissioner Bob; and Mayor Eckian VI. ORDINANCES, PUBLIC HEARINGS & QUASI-JUDICIAL HEARINGS 15075 Resolution No. 15-22: Wastewater Service Agreement with Florida Food Products, Inc. Ms. Kramer explained she requested Resolution No. 15-22 be removed from the Consent Agenda due to some changes that were made to the agreement. She stated that, prior to the meeting, staff had been unable to confirm Jerry Brown 's approval of the changes. She added that Mr. Brown was in attendance and had since approved the changes. A motion was made by Vice-Mayor Holland, seconded by Commissioner Brett, to Approve Resolution No. 15-22. The motion carried by the following vote: Aye: 5 - Commissioner Brett; Vice-Mayor Holland ; Commissioner LeHeup-Smith; Commissioner Bob; and Mayor Eckian 15079 Resolution No. 15-21: Cattle Grazing License Agreement with M.O. Williams DBA Mo Brangus Tom Carrino, Economic Development Director, reviewed Resolution No. 15-21 and the proposed lease agreement with M. 0 . Williams dba MO Brangus for use of the City's excess sprayfield property for cattle grazing. He explained the bid process and that cattle grazing is a permitted use of the property under County regulations since the property is located in unincorporated Lake County. He explained that the lease would provide annual revenue of $15,000 plus the City will avoid approximately $20,000 per year in maintenance costs. Mayor Eckian opened the public hearing at 6:40p.m. There being no public comment, the hearing was closed at 6:40p.m. A motion was made by Vice-Mayor Holland, seconded by Commissioner Bob, to Approve Resolution No. 15-21. The motion carried by the following vote: Aye: 5 - Commissioner Brett; Vice-Mayor Holland; Commissioner LeHeup-Smith ; Commissioner Bob; and Mayor Eckian VII. COMMENTS City Commission Commissioner Bob commented on current events and her concerns for the City, state and country and the need for more accountability. Commissioner Brett commented on his involvement with the Amazing Race for Charity. He noted that the Lady Panther varsity softball team would be playing for the district championship. Vice Mayor Holland noted the opening of the City aquatic center; the Relay for Life event to be held April 24 and 25 in Ferran Park, and the summer kickoff concert sponsored by the Lake Eustis Area Chamber of Commerce to be held May 22nd at 7:00p.m. in Ferran Park. He commented on the community cooperation for the Amazing Race for Charity. Commissioner LeHeup-Smith announced the Eustis Live event on Friday, May 1st, the May 1st artist opening at the Lake Eustis Museum of Art, and the new playground being installed in Ferran Park. She stated there would be a July 4th dedication of the new playground. She encouraged the public to sign up on the City's website for the email news blasts. She cited the Kiwanis fund-raiser at Bay St. Players to benefit their scholarship program. City Manager Ms. Kramer thanked the Commission for her recognition and commented on her service as a public servant. She cited issues relating to public servants including lack of equal pay for women in the public sector She expressed gratitude to the Commission, recognized the efforts of staff and cited the accomplishments over the past 18 months. She commented on upcoming changes and opportunities. City Attorney - None Mayor Mayor Eckian commented on the need for the community to make adjustments in order to address the future and thrive comparing that need to the General Electric real estate sale and changes in banking regulations.
