CALL TO ORDER: Mayor Holland - 5:45 p.m.
ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE
Present: 5- Vice-Mayor Karen LeHeup-Smith; Commissioner Linda Bob; Commissioner Bill Brett;
Commissioner Carla Gnann-Thompson; and Mayor Michael Holland
A. PRESENTATION OF CDBG APPLICATION
Fred Fox, Fox Enterprises, announced he would distribute a sign-in sheet for the hearing. He
explained the application for a COB grant for improvements to the Palmetto Park Plaza and cited
items to be included in the project. He stated the application is due in April along with the project
plans.
B. OPEN PUBLIC HEARING
C. PUBLIC DISCUSSION ON THE CDBG APPLICATION
Kress Muenzmay expressed opposition to use of the funds for improvements at Palmetto Plaza
citing the funds already spent by the City for improvements to the park. He questioned the
anticipated increased cost to the project.
Rick Gierok, Public Works Director, explained the original plans were developed approximately three
years previous. He stated that when the project was put out to bid the prices were between
$750,000 and $1,000,000. He explained that part of the problem was increases in construction
costs due to the economy.

E. CONSIDERATION OF RESOLUTION NO. 16-24 TO APPROVE CDBG
APPLICATION AS PRESENTED
16058 Resolution No. 16-24: Authorizing Submission of a Small Cities Community
Development Block Grant Application
Mary Montez, City Clerk, announced Resolution No. 16-24: A Resolution of the City Commission of
the City of Eustis, Florida, authorizing the submission of an application for a Small Cities Community
Development Block Grant to the Florida Department of Economic Opportunity for Federal Fiscal
Year 2015.
Commissioner Bob commented on the need to provide services and activities in that area of the City
and cited the City's neglect of the area.
A motion was made by Commissioner Bob, seconded by Vice-Mayor LeHeup-5mith, to
Approve Resolution No. 16-24. The motion carried by the following vote:

F. CONSIDERATION OF RESOLUTION NO. 16-25 COMMITTING TO $50,000 MATCH
16059 Resolution No. 16-25: Authorizing Use of $50,000 as Leverage for CDBG
Application
Ms. Montez announced Resolution No. 16-25: A Resolution of the City Commission of the City of
Eustis, Florida, authorizing the use of Fifty Thousand Dollars ($50,000) funding as leverage for the
Small Cities Neighborhood Revitalization Community Development Block Grant application the City
is submitting to the Florida Department of Economic Opportunity for Federal Fiscal Year 2015.
A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Brett, to
Approve Resolution No. 16-25. The motion carried by the following vote:
Aye: 5- Vice-Mayor LeHeup-Smith; Commissioner Bob; Commissioner Brett; Commissioner
Gnann-Thompson; and Mayor Holland
G CONSIDERATION OF RESOLUTION NO. 16-26 APPROVING COMMUNITY
DEVELOPMENT PLAN
16060 Resolution No. 16-26: Authorizing Implementation of the Community
Development Plan
Ms. Montez announced Resolution No. 16-26: A Resolution of the City Commission of the City of
Eustis, Florida authorizing the implementation of the long term and short term objectives of the City
of Eustis Community Development Plan.
A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Bob, to
Approve Resolution No. 16-26. The motion carried by the following vote:
Aye: 5 - Vice-Mayor LeHeup-Smith; Commissioner Bob; Commissioner Brett; Commissioner
Gnann-Thompson; and Mayor Holland
H. CLOSE PUBLIC HEARING
Mr. Fox announced the City was awarded $50,000 in FRDAP grant funding for improvements to
Carver Park and $100,000 for the skate park.
