CALL TO ORDER: Mayor Holland- 5:32 p.m.

I. Workshop Item
16066 Budget Workshop for Fiscal Year 2016-17
Colleen Scott, Finance Director, explained the purpose of the workshop was to obtain general
direction from the Commission and provide information regarding the budget calendar, anticipated
revenues based on the current millage rate, merit pay, pension costs, insurance estimates and City
grants. She reviewed the budget calendar and the tax roll value and millage rate for the years 2011
through 2015. She stated staffs expectation of a 5% increase in the tax roll value for 2016. She
then reviewed the major General Fund revenue sources and expenditures. She explained staffs
proposal to include a 2% guaranteed merit increase similar to that included in the Police and Fire
contracts. She reported on the expected expenditures for the Police and Fire pension funds. She
explained that the insurance premium estimates should be received toward the end of April but the
providers recommended planning on a 10% increase. She then reviewed the City's organization and
event support grant program noting that the City has previously budgeted $50,000.
Ms. Scott then reviewed the expected fixed cost increase for 2016-17 as follows: 1) Guaranteed 2%
merit increase- $224, 716; 2) Fire pension- $73, 700; 3) Insurance- health@ 10%- $137,000; 4)
Insurance- General Liability- $91 ,666; and 5) Grants- $50,000 with Mr. Neibert explaining that the
$50,000 for grants is not an increase so the total expected increase in fixed costs would be $527,082.
Ms. Scott reported that staff will present the Capita/Improvement Plan to the Commission on May 5th
with the draft budget to be submitted to the Commission on July 7th.

The Commission confirmed that funding would be budgeted for the employee Christmas bonus and
$25,000 for additional street lighting.
