ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Commissioner Marie Aliberti, Vice Mayor Emily Lee, Commissioner Karen LeHeup-Smith , and Mayor Michael L. Holland EXCUSED: Commissioner Robert Morin 1. WORKSHOP ITEM 1.1 Budget Planning Workshop for FY 2020-21 Rob Visser, Deputy Finance Director, provided a brief review of the current year budget and a preview of anticipated cost changes for fiscal year 2020-2021. He provided an explanation of the various funds, where the revenues come from, what is expended from each fund and what restrictions each fund has. He then provided a more in depth review of the General Fund, Water and Sewer Fund, Street Improvement Fund, Stormwater Fund , and CRA Fund revenues and expenditures. He reviewed the five year Capital Improvement Plan for the period of FY 20 - 24. He then reviewed the anticipated operating cost increases for FY 2020-2021 as follows : 1) 3% cost of living adjustment with an estimated impact of $318,639, going from $10,621,325 to $10,939,965; 2) 5% health insurance increase with an estimated impact of $124,143 going from $2,482,875 to approximately $2.6 million citywide; 3) police pension contribution decreasing from 47.09% of salary to 44.72% for a decrease of $49,314 and providing a total cost of $930,514; 4) fire pension contribution increasing from 40.6% of salary to 41.3% for an increase of $9,585 for a total cost of $565,571 ; 5) 10% general liability, worker's compensation and property insurance increase from $1 ,194,377 to $1,313,814. and 6) March 17th referendum for the financing of the Eustis sailing and conference center. 2.
