Acknowledgement of Quorum and Proper Notice
Present: 5- Linda Bob; Carla Gnann-Thompson ; Michael Holland; Marie Aliberti; and Robert Morin
I. Approval of Minutes
18-0231 September 6, 2018 - Local Planning Agency Meeting
A motion was made by Member Bob, seconded by Member Gnann-Thompson, that the
Minutes be Approved. On a voice vote, the motion passed unanimously.
II. Consideration #1 - 2018-CPLU-01
18-0224 Large-Scale Future Land Use Map Amendment to the Comprehensive Plan
(2018-CPLU-01) Interlaken Lane/Old Mount Dora Road
Lori Barnes, Development Services Director, explained that only a brief presentation would be
provided at the LPA meeting and, if transmitted, a full presentation would be provided at the
Commission meeting. She provided an overview of the requested annexation and change in the
future land use designation from Urban Low in Lake County to Suburban Residential (SR) in the City
She recommended transmittal to the Commission for consideration.
III. Public Hearing #1
Daniel Langley, attorney with Fishback Dominick, announced he is representing Scott Ales and
stated his client's opposition to the future land use amendment. He stated his recommendation that
the LPA deny transmittal to the Commission.
Scott Baker introduced himself as representing the applicant.
Chairman Morin introduced Acting City Attorney Derek Bruce, Gunster law firm, serving as council on
this particular matter due to the regular City Attorney having a conflict of interest.
IV. Recommendation #1
A motion was made by Member Holland, seconded by Vice-Chairman Aliberti, to transmit the
Large Scale Future Land Use Map Amendment (2018-CPLU-01) to the City Commission for
consideration. The motion carried by the following vote:
Aye: 5- Linda Bob; Carla Gnann-Thompson; Michael Holland; Marie Aliberti; and Robert Morin

18-0230 Small Scale Future Land Use Map Amendment to the Comprehensive Plan
(2018-CPLUS-07) - 2201 Dixie Avenue

Roland Magyar, Senior Planner. explained the request is to change the future land use designation
from Urban Low in the County to Mixed Commercial Residential (MCR) in the City. He stated staffs
recommendation for transmittal to the Commission for consideration.
VI. Public Hearing #2
Chairman Morin opened the public hearing at 5:59p.m. There being no public input, the hearing
was closed at 6:00p.m.
VII. Recommendation #2
A motion was made by Member Holland, seconded by Member Gnann-Thompson, to transmit
the Small Scale Future Land Use Map Amendment (2018-CPLUS-07) to the City Commission
for consideration. The motion carried by the following vote:
Aye: 5- Linda Bob; Carla Gnann-Thompson; Michael Holland; Marie Aliberti ; and Robert Morin
VIII. Consideration #3- 2018-CPLUS-06
18-0234 Small Scale Future Land Use Map Amendment to the Comprehensive Plan:
2018-CPLUS-06 - Northshore Drive
Mr. Magyar explained that the request is to change the future land use designation from Residential
Office Transitional (RT) to Public Institutional (PI). He stated staff's recommendation for transmittal
to the Commission for consideration.
IX. Public Hearing #3
Chairman Morin opened the public hearing at 6:01p.m. There being no public input, the hearing
was closed at 6:01 p.m.
X. Recommendation #3
A motion was made by Member Holland, seconded by Vice-Chairman Aliberti, for the Small
Scale future Land Use Map Amendment (2018-CPLUS-06) be Transmitted to the Commission
for consideration. The motion carried by the following vote:
Aye: 5- Linda Bob; Carla Gnann-Thompson; Michael Holland; Marie Aliberti; and Robert Morin
