NOTICE OF LIMITED SEATING: DUE TO REQUIRED SOCIAL DISTANCING, THERE WILL
BE LIMITED SEATING FOR THE COMMUNITY REDEVELOPMENT AGENCY, LOCAL
PLANNING AGENCY AND CITY COMMISSION MEETINGS
Due to the Governor's orders pertaining to social distancing and the re-opening of businesses
and other venues during the COVID-19 pandemic, there will be limited seating available for the
August 6, 2020, Community Redevelopment Agency, Local Planning Agency and City
Commission meetings. Once available seating is full or at 5:40 p.m. when the CRA meeting
begins, entrance will be cut off. Anyone who is not able to obtain seating is encouraged to watch
the livestreaming of the meetings from home and submit any comments or questions to the City
Clerk via email at cityclerk@eustis.org. Please note that anyone attending the meeting must sit
in the designated seats and cannot sit in clusters in order to maintain the CDC recommended six
feet. Thank you for your cooperation.

ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE
PRESENT: Karen LeHeup-Smith, Robert Morin, Marie Aliberti (via telephone), Vice Chair
Emily Lee and Chairman Michael Holland
CONSIDERATION
2.1 Large scale Future Land Use Map Amendment to the Comprehensive Plan for
property lying along the east and west side of Palmetto Street, north of Carolyn
Lane and south of Getford Road (2020-CPLU-03)
Lori Barnes, Development Services Director, presented a comprehensive future
land use map amendment for a parcel located along the east and west sides of
Palmetto Street, north of Carolyn Lane and south of Getford Road. She explained
that a full presentation would be provided at the Commission meeting. She stated
that the request is to change the future land use designation from Urban Medium
in Lake County to Mixed Commercial/Residential (MCR) in the City. She
recommended transmittal to the Commission for consideration.
3. DISCUSSION
3.1 The Board questioned whether the property is located on both sides of the street
with Ms. Barnes responding positively. She noted that a site plan had not been
received and indicated the total acreage is approximately 13 acres. She noted
that most of the property is on the east side of Palmetto Street.
4. PUBLIC HEARING
4.1 William Driver indicated he has had a right-of-way since his home was built in
1954. He stated they have put up signs indicating they are closing the road which
will leave him with no access to his property.

Ron Neibert, City Manager, indicated that the current County maps do not show a
platted right-of-way. He added it is does not impact the Commission action but
whenever an applicant comes to the City to develop the property, the City could
ask them to address the issue, he also stated Mr. Driver would have private legal
recourse to work with the property owner for access.
5. RECOMMENDATION
5.1 Moved by Member LeHeup-Smith , seconded by Vice Chair Lee, to transmit FLUM
2020-CPLU-03 to the Commission for consideration . Motion carried by the following
votes:
