APPROVED:11/5/2020 MINUTES Local Planning Agency Meeting 5:50 PM - Thursday, October 1, 2020 - City Hall CALL TO ORDER: 6:07 p.m. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Commissioner Karen LeHeup-Smith , Commissioner Robert Morin , Vice Mayor Emily Lee , Commissioner Marie Aliberti and Mayor Michael L. Holland Chairman Holland announced for the audience that the purpose of the meeting is for the Local Planning Agency to determine whether or not to transmit the items to the Commission for consideration. He indicated that there would be chances to speak on the items both at the LPA meeting and during the Commission meeting. 1. CONSIDERATION WITH DISCUSSION, PUBLIC HEARING AND RECOMMENDATION 1.1 Large Scale Comprehensive Plan Amendment (Future Land Use): 2020-CPLU-04: CR 44A/East Lake Eldorado Drive Lori Barnes, Development Services Director, presented the large scale comprehensive plan amendment 2020-CPLU-04 regarding property located at CR 44A and East Lake Eldorado Drive. She explained they have requested the future land use be changed from Rural Transition in Lake County to Suburban Residential (SR) in the City. She explained that if a development plan is submitted in the future for the site, then a variety of studies would be required . She explained that the proposed Suburban Residential designation is what is designated for most of the residential property within the City. She recommended transmittal to the City Commission . Chairman Holland opened the public hearing at 5:54 p.m. There being no public comment, the hearing was closed at 5:54 Moved by Vice Chair Lee, seconded by Ms. Aliberti, to transmit 2020-CPLU-04 to the City Commission for consideration . Motion carried by the following votes: Ayes : Member LeHeup-Smith , Member Morin, Member Aliberti, Vice Chair Lee and Chairman Holland 1.2 Large Scale Comprehensive Plan Amendment (Future Land Use): 2020-CPLU-05: CR 44A/Thrill Hill Road Ms. Barnes reviewed the large scale comprehensive plan amendment 2020-CPLU- 05 for property located at CR44A and Thrill Hill Road. She stated the applicant is requesting the future land use be changed from Rural Transition in Lake County to Suburban Residential (SR) in the City. She explained staffs review of the application, noted the studies that will be required at such time that a development  application is received, and stated staff's recommendation for transmittal to the Commission for consideration . Chairman Holland opened the public hearing at 5:57 p.m . There being no public comment, the hearing was closed at 5:57 p.m . Moved by Vice Chair Lee, seconded by Ms. Aliberti, to transmit 2020-CPLU-05 to the City Commission for consideration . Motion carried by the following votes: Ayes: Member LeHeup-Smith , Member Morin, Member Aliberti, Vice Chair Lee and Chairman Holland 1.3 Large Scale Comprehensive Plan Amendment (Future Land Use) 2020-CPLU-06: Thrill Hill Road/Reedy Road Ms. Barnes reviewed the large scale comprehensive plan amendment 2020-CPLU- 06 for property at Thrill Hill Road and Reedy Road . She explained the applicant has proposed a change from Rural Transition in Lake County to Suburban Residential in the City. She explained staff's analysis of the explanation, noted the various studies that would be required whenever a development application is received , and stated staff's recommendation for transmittal to the Commission for consideration . Chairman Holland opened the public hearing at 6:00 p.m. There being no public comment, the hearing was closed at 6:00 p.m. Moved by Vice Chair Lee, seconded by Ms. Aliberti, to transmit 2020-CPLU-06 to the City Commission for consideration . Motion carried by the following votes: Ayes: Member LeHeup-Smith, Member Morin, Member Aliberti, Vice Chair Lee and Chairman Holland 2.
