ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Member Karen LeHeup-Smith, Member Nan Cobb, Member Willie Hawkins, Vice Chair Emily Lee and Chairman Michael Holland 1. APPROVAL OF MINUTES 1.1 May 6, 2021 - Local Planning Agency Meeting Moved by Vice Chair Lee, seconded by Member Hawkins, to approve the Minutes as submitted. Motion carried by the following votes: Ayes: Member LeHeup-Smith, Member Cobb, Member Hawkins, Vice Chair Lee, and Chairman Holland 2. CONSIDERATION WITH DISCUSSION, PUBLIC HEARING AND RECOMMENDATION 2.1 Amendment to Chapters 110 and 115 of the Land Development Regulations 2.2 2021-CPT-01 Comprehensive Plan Text Amendment Lori Barnes, Development Services Director, provided a brief overview of the proposed amendments to Chapters 110 and 115 of the Land Development Regulations and explained that a full presentation would be provided at the Commission meeting if the Board approves transmittal. She stated that the purpose of the amendments is to address discrepancies, inconsistencies between sections and to clarify for practical application of the code. She stated the amendments are to the following sections: Section 110-4.5 - Townhouse lot; Section 110-5 - Accessory structures; Section 110-5.6 - Boat houses, docks and piers; Section 110-5. 7 - Fences; Section 110-5.13 - Portable storage units; Section 115-3 - Residential compatibility and design district transitions; Section 115-4.3 - Access and pedestrian network and Section 115-4.4 Loading and off-street parking. Ms. Barnes stated staffs recommendation that the LPA find the amendment consistent with the comprehensive plan and transmit to the Commission for consideration. Member Lee expressed concern regarding the amount of changes being requested and asked that a workshop be considered to review it in depth. Eustis Local Planning Agency Page 1 of 2 May 20, 2021  Members Cobb and Hawkins concurred with Mr. Hawkins noting he has only been on the Commission for a few months and Ms. Cobb expressing concern regarding the ongoing planning negotiations. Ron Neibert, City Manager, suggested June 2nd at 4 p.m. He explained that the item would need to be continued to a date certain and an LPA meeting could be scheduled for June 3rd at 5:50 p.m. Moved by Member LeHeup-Smith, seconded by Member Cobb, to continue both LPA items to June 3, 2021. Motion carried by the following votes: Ayes: Member LeHeup-Smith, Member Cobb, Member Hawkins, Vice Chair Lee, and Chairman Holland 3.
