APPROVED:6/17/2021 MINUTES Local Planning Agency Meeting 5:50 PM - Thursday, June 3, 2021 - City Hall CALL TO ORDER: 5:55 P.M. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Member Nan Cobb, Member Willie Hawkins, Vice Chair Emily Lee, Member Karen LeHeup-Smith and Chairman Michael Holland 1. CONSIDERATION WITH DISCUSSION, PUBLIC HEARING AND RECOMMENDATION 1.1 Amendment to Chapters 110 and 115 of the Land Development Regulations Lori Barnes, Development Services Director, provided an overview of the proposed amendments and stated that a full presentation would be provided at the Commission meeting . She noted the in-depth workshop held on June 2nd to review those amendments and cited the sections of the code being amended. She indicated that the amendments are consistent with the Comprehensive Plan and requested that the item be transmitted to the Commission for consideration. Member Hawkins confirmed that under 110-5.13 any portable storage put in prior to 2008 is grandfathered in with Ms. Barnes explaining that anything prior to adoption of the requirement for a brick or masonry wall is a pre-existing, legally nonconforming, use. She further explained that anything after 2008 is required to submit a site plan and if there are any waivers then those must come before the Commission. Member Hawkins asked how many there are in the City with Ms. Barnes responding she could ask the code enforcement staff to go out and count them. Moved by Vice Chair Lee, seconded by Member Hawkins, to find the amendment consistent with the Comprehensive Plan and transmit to the City Commission for consideration. Motion carried by the following votes: Ayes: Member Cobb, Member Hawkins, Vice Chair Lee, Member LeHeup-Smith and Chairman Holland 1.2 2021-CPT-01 Comprehensive Plan Text Amendment Ms. Barnes then noted that, based on the discussion at the workshop the previous night, the Commission decided to schedule a separate workshop for this item. That workshop has been scheduled for June 16th. She asked the LPA to continue the comprehensive plan text amendment to the next LPA meeting to be held June 17th. Motion carried by the following votes: Ayes: Member Cobb, Member Hawkins, Vice Chair Lee, Member LeHeup-Smith and Chairman Holland 1.3 Large-Scale Future Land Use Map Amendment to the Comprehensive Plan (2021- CPLU-01 ): property located at the northeast corner of Fish Camp Road and Grand Island Shores Road Ms. Barnes reviewed the proposed future land use amendment for approximately 10.72 acres located at Fish Camp Road and Grand Island Shores Road. She stated the request from Summer Park LLC is to change the future land use from Urban Low in Lake County to Suburban Residential (SR) in the City of Eustis. She reviewed the surrounding land uses. She stated the request is consistent with the Comprehensive Plan and requested the LPA transmit to the Commission for consideration. Chairman Holland opened the public hearing at 6:05 p.m. There being no public comment, the hearing was closed at 6:05 p.m. Moved by Member Lee, seconded by Member LeHeup-Smith, to find 2021-CPLU-01 consistent with the Comprehensive Plan and transmit to the City Commission for action. Motion carried by the following votes: Ayes: Member Cobb, Member Hawkins, Vice Chair Lee, Member LeHeup-Smith and Chairman Holland 2.
