MINUTES Local Planning Agency Meeting 5:50 PM - Thursday, July 15, 2021 - Community Building 601 Northshore Drive, Eustis CALL TO ORDER: 6:02 P.M. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Member Karen LeHeup-Smith, Vice Chair Emily Lee, Member Willie Hawkins, Member Nan Cobb and Chairman Michael Holland 1. APPROVAL OF MINUTES 1.1 July 1, 2021 - Local Planning Agency Meeting Moved by Member Lee, seconded by Member Cobb, to approve the Minutes as submitted. Motion carried by the following votes: Ayes: Member LeHeup-Smith, Vice Chair Lee, Member Hawkins, Member Cobb and Chairman Holland 2. CONSIDERATION WITH DISCUSSION, PUBLIC HEARING AND RECOMMENDATION 2.1 Discussion Regarding Reconsideration of 2021-CPT-01 Comprehensive Plan Text Amendment Lori Barnes, Development Services Director, explained that a member of the Agency requested that this item be placed back on the agenda for discussion regarding whether or not to reconsider the comprehensive plan text amendment. She stated it was denied by the LPA on June 17, 2021. She provided an overview of what was included in the amendment. She reported that the Florida legislature passed Senate Bill 410 which was signed on June 29th with an effective date of July 1st. The statute requires local governments to adopt a property rights element. She explained that the Dept. of Economic Opportunity has stated they will refuse all comprehensive plan amendments until the new element is adopted. David Langley, assistant county attorney, stated the County is asking that the rest of the amendment be denied or continued, other than the property rights element. The Board discussed whether to bring the entire amendment back. CONSENSUS: It was a consensus of the Board to bring back consideration of the entire text amendment to the next LPA meeting in two weeks. They also directed that a workshop on the amendment be scheduled in between. 3. ADJOURNMENT: 6:08 P.M.
