MINUTES APPROVED:9/23/2021 Local Planning Agency Meeting 5:50 PM - Thursday, August 5, 2021 - Community Building 601 Northshore Drive, Eustis CALL TO ORDER: 5:50 P.M. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Nan Cobb, Vice Chair Emily Lee, Karen LeHeup-Smith and Chairman Michael Holland ABSENT: Willie Hawkins 1. APPROVAL OF MINUTES 1.1 July 15, 2021 - Local Planning Agency Meeting Moved by Emily Lee, seconded by Nan Cobb, to approve the Minutes as submitted. Motion carried by the following votes: Ayes: Member Cobb, Vice Chair Lee, Member LeHeup-Smith and Chairman Holland 2. CONSIDERATION WITH DISCUSSION, PUBLIC HEARING AND RECOMMENDATION 2.1 2021-CPT-01 Comprehensive Plan Text Amendment Lori Barnes, Development Services Director, explained the intent of the amendment and provided an overview of the proposed amendments to the various elements as well as the addition of the state-mandated Property Rights Element. She stated staffs recommendation that the LPA find the amendment consistent and transmit it to the Commission for consideration. Mr. Holland opened the public hearing at 5:55 p.m. Melanie Marsh, Lake County Attorney, stated the request of the Lake County Commission that they continue consideration of the comprehensive plan amendment until after the working group meeting. The following individuals expressed opposition to the amendment: 1) Summer Young; and 2) Lee Conger. Lavonne Silvernell suggested they change the landscaping wording as Florida Friendly landscaping can include non-native species. She also suggested making it more specific and measurable such as requiring non-turf grass. Eustis Local Planning Agency Page 1 of 2 August 5, 2021  Lee Conger suggested passing the Property Rights Element and postponing the rest until after the joint planning has been completed. Chairman Holland noted the absence of Willie Hawkins and asked the members if they wanted to proceed or continue until everyone is present. Three out of four members wanted to postpone all but the property rights element. Moved by Nan Cobb, seconded by Emily Lee, to transmit only the addition of the Property Rights Element to the Commission for consideration. Motion carried by the following votes: Ayes: Member Cobb, Vice Chair Lee and Chairman Holland Nays: Member LeHeup-Smith 3.
