EVANSTON CITY COUNCIL Second Regular Meeting October 20, 2015 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of October was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Kevin Kallas led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, W endy Schuler. Councilm em bers David W elling and Saundra Meyer were excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Kathy Defa; Director of Planning & Developm ent, Paul Knopf; Police Chief, Jon Kirby; City Engineer, Brian Honey; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee Nielsen; and Deputy City Clerk, Nancy Stevenson. A group of interested citizens were also present. Approve Agenda Councilmember Perkes moved, Councilmember Schuler seconded, to approve the agenda. Council Comments Councilm em ber Schuler com m ented on the good turnout for the annual “Hunter’s W idow Night Out” event. Ordinance 15-01 Councilmember Lynch moved, Councilmember Kopp seconded, to pass Ordinance 15-01 on second reading. Ordinance 15-01: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING EXTENDING THE TERM OF THE FRANCHISE ORDINANCE GRANTED TO ALL W EST/W YOMING, INC., ITS SUCCESSORS AND ASSIGNS, FOR THE TELECOMMUNICATION LINES, CABLES AND ACCESSORIES. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, Schuler. Ordinance 15-02 Councilmember Perkes moved, Councilmember Schuler seconded, to pass Ordinance 15-02 on second reading. Ordinance 15-02: AN O RDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING AND EXTENDING THE TERM OF THE FRANCHISE ORDINANCE W HICH HAS BEEN ASSIGNED TO ALL W EST/W YOMING INC., FOR THE CONSTRUCTION, MAINTENANCE, AND OPERATION OF A CABLE SYSTEM. Councilmember Lynch moved, Councilmember Kopp seconded, to adopt Resolution 15-62. Resolution 15-62: RESOLUTION AUTHORIZING THE CITY OF EVANSTON, W YOMING TO ENTER INTO A CONTRACT FOR SERVICES W ITH THE IPSSSDR TO HOST THE UINTA COUNTY STAGE STOP DOG SLED RACE. W HEREAS, the IPSSSDR annually hosts the Uinta County Sage Stop Dog Sled Race which prom otes tourism within the City of Evanston; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to sign, and the City Clerk is hereby authorized to attest, on behalf of the City, the Contract for Services with the IPSSSDR, a copy of which is attached hereto, to host the Uinta County Stage Stop Sled Race and thereby prom ote tourism within the City of Evanston. Resolution 15-63: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES W ITH THE BOYS AND GIRLS CLUB OF EVANSTON, INC., A W YOMING NON PROFIT CORPORATION. W HEREAS, the governing body of the City of Evanston recognizes that it benefits the citizens of the com m unity to provide education and other form al activities for the youth of the com m unity when school is not in session; and W HEREAS, The Boys and Girls Club was form ed in part to provide such education and activities for the youth during non-school hours; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Contract for Services with The Boys and Girls Club of Evanston, Inc., a W yom ing non profit corporation, a copy of which is attached hereto. Resolution 15-64: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHO RIZING THE EXECUTION OF AN AGREEMENT W ITH THE W YOMING ASSOCIATION OF SHERIFFS AND CHIEFS OF POLICE TO PROVIDE COMPLIANCE INSPECTIONS ON ALCOHOL RETAILERS TO ENFORCE LAW S PROHIBITING THE SALE OF ALCOHOLIC BEVERAGES TO PERSONS UNDER AGE 21. W HEREAS, the City of Evanston, through its Police Departm ent m ay obtain funds from the W yom ing Association of Sheriffs and Chiefs of Police to be used for providing com pliance inspections on alcohol retailers to enforce laws prohibiting the sale of alcoholic beverages to persons under age 21; and W HEREAS, the governing body has determ ined that it is in the public’s interest for the Police Departm ent to provide this service; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1: The City of Evanston is authorized to enter into an Agreem ent with the W yom ing Association of Sheriffs and Chiefs of Police to obtain funds to be used for providing com pliance inspections on alcohol retailers to enforce laws prohibiting the sale of alcoholic beverages to persons under age 21. Section 2: The Chief of Police is authorized to sign and the City Clerk attest said Agreem ent on behalf of the City. W HEREAS, the City of Evanston and UCSD#1 have negotiated an agreem ent whereby UCSD#1 will provide the City with technical support in m aintaining and operating its com puter network system ; and W HEREAS, the City of Evanston and UCSD#1 have set their agreem ent in writing, a copy of which is attached hereto; NO W , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor and City Clerk are authorized to sign and attest the Support Agreem ent with Uinta County School District #1, which is attached hereto, to provide the City with technical support in m aintaining and operating its com puter network system .
