EVANSTON CITY COUNCIL Second Regular M eeting M arch 1, 2016 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of March was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Councilm em ber Tim Lynch led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Evan Perkes, David W elling, and W endy Schuler. Councilm em bers Andy Kopp and Saundra Meyer were excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Kathy Defa; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen; Associate Planner, DuW ayne Jacobsen; Director of Parks and Recreation, Jay Dee Nielsen; and Deputy City Clerk, Nancy Stevenson. City Engineer, Brian Honey was excused. A group of interested citizens were also present. Approve Agenda M ayor W illiams suggested the follow ing changes for the agenda: Remove Resolution 16-07. Councilmember Lynch moved, Councilmember Perkes seconded, to approve the agenda w ith the suggested change. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Perkes, W elling, Schuler. Revenue & Expenditure Report Councilmember Lynch moved, Councilmember W elling seconded, to approve the Revenue and Expenditure Report. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Perkes, W elling, Schuler. Council Comments Councilm em ber W elling com m ented that the City will be conducting the annual Spring Clean Up W eek in May and will also have a drop off site for yard waste on Mondays again this year. Councilm em ber Schuler rem inded everyone that the Celtic Festival will be this m onth and encouraged everyone to support this event and the Art’s Inc. Mayor W illiam s com m ented that he had recently been invited to attend the Book and a Bite event and that he enjoyed the opportunity to read a book to the children in attendance. Appointment/Alternate M unicipal Court Judge M ayor W illiams made the follow ing one year appointment: Councilmember Schuler moved, Councilmember W elling seconded, to confirm the M ayor’s appointment of: Alternate M unicipal Court Judge Clayton Thom as (replacing Am m on Francom ) - January 2017 The m otion passed unanim ously with 4 yes votes: Lynch, Perkes, W elling, Schuler. Ordinance 16-01 Councilmember Perkes sponsored Ordinance 16-01. Councilmember W elling moved, Councilmember Schuler seconded, to pass Ordinance 16-01 on first reading. Ordinance 16-01: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SUBSECTION 2-71 A. OF THE CITY CODE TO REDUCE THE NUMBER OF MEMBERS OF THE PLANNING AND ZONING COMMISSION FROM NINE TO SEVEN. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Perkes, W elling, Schuler. Ordinance 16-02 Councilmember W elling sponsored Ordinance 16-02. Councilmember Perkes moved, Councilmember Lynch seconded, to pass Ordinance 16-02 on first reading. Ordinance 16-02: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SUBSECTION 24-101 A. OF THE CITY CODE TO REDUCE THE NUMBER OF MEMBERS OF THE BOARD OF ADJUSTMENT FROM SEVEN TO FIVE. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Perkes, W elling, Schuler. Comments/Remarks Am y Grenfell com m ented that she and a few others will be attending the W yom ing Business Council Board m eeting in Torrington next week in regards to the grant which the City recently subm itted to them .
