EVANSTON CITY COUNCIL Second Regular M eeting September 20, 2016 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of Septem ber was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Taylor Dennis led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Director of Parks and Recreation, Jay Dee Nielsen was excused. A group of interested citizens were also present. Council Comments Councilm em ber W elling rem inded everyone of the DARE Concert on W ednesday evening, our local Dancing W ith The Stars on Friday night, and EHS Hom ecom ing next weekend. Councilm em ber Schuler stated that she appreciated the presentation that Councilm em ber Kopp m ade at the last work session regarding the Main Street NOW Conference he recently attended. She also com m ented that she is looking forward to the W yom ing Main Street events on Thursday and Friday. Consent Agenda Councilmember Perkes moved, Councilmember Lynch seconded, to approve a Limited M alt Beverage Permit requested by Amy W illiams for the Vape Casino Advocacy Fundraiser to be held at the Roundhouse on Saturday, Septem ber 24, 2016 from 4:00 p.m. to 9:30 p.m. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W illiam s, Meyer, Schuler. Councilmember Schuler moved, Councilmember M eyer seconded, to approve a Parade Route Permit requested by Evanston High School Student Council for the 2016 Hom ecom ing Parade on Friday, September 30, 2016, beginning at 4:00 p.m. at Davis M iddle School. Councilmember W elling moved, Councilmember Schuler seconded, to pass Ordinance 16-06 on first reading. Ordinance 16-06: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SUBSECTION 12-43 B. (2) OF THE CITY CODE TO REDUCE THE SPEED LIMIT ON STREETS W ITH NO PO STED SPEED LIMIT TO TW ENTY MILES PER HOUR. RESOLUTION 16-60: A RESO LUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE GARNER AVENUE ADDITION, A SUBDIVISION W ITHIN THE CITY OF EVANSTON, W YOMING AS MORE PARTICULARLY DESCRIBED HEREIN. W HEREAS, Robert W . W iley and Lela Jean W iley and Kenneth W eston W alker and Ashlee W alker, (the “Subdivider”), has m ade application to the governing body of the City of Evanston, W yom ing for approval and authorization of the proposed subdivision entitled the Garner Avenue Addition, a subdivision located within the City of Evanston, W yom ing; and W HEREAS, the City of Evanston finds that said subdivision is a m inor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. RESOLUTION 16-61: A RESOLUTIO N OF THE GOVERNING BODY OF THE CITY OF EVANSTON AUTHORIZING THE EXECUTION OF A DONATION AND DISCLAIMER FORM IN ORDER TO RECEIVE A DONATION OF CINDER BLOCKS FROM ROCKY MOUNTAIN POW ER COMPANY. W HEREAS, Rocky Mountain Power desires to donate approxim ately 100 cinder blocks to the City for use in the City’s Com m unity Garden; and W HEREAS, Rocky Mountain Power needs the City to execute the attached Donation and Disclaim er form in order to m ake the donation; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing, as follows: Section 1. The Mayor is hereby authorized to execute the attached Donation and Disclaim er form and accept the donation of cinder blocks from Rocky Mountain Power for use in the Com m unity Garden. RESOLUTION 16-62: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES W ITH THE SEXUAL ASSAULT AND FAMILY VIOLENCE TASK FORCE INCO RPO RATED, (“SAFV”) TO ASSIST IN THE PROVISION OF SERVICES TO VICTIMS OF DOMESTIC VIOLENCE.  W HEREAS, SAFV is a non-profit corporation which has provided services for m em bers of the com m unity who have been the victim s of dom estic abuse, including the provision of a safe shelter; and W HEREAS, SAFV has requested the City convey to it the surplus property of a 2006 Dodge Dakota pickup, so that it can m ore efficiently and effectively provide services to the com m unity; and W HEREAS, the City has determ ined that it is in the public’s interest to enable and assist SAFV in providing services, by conveying a surplus m otor vehicle; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing, as follows: Section 1. The Mayor is authorized to execute and the City Clerk attest the attached Contract for Services to convey to SAFV the surplus property of a 2006 Dodge Dakota m otor vehicle, so that SAFV can m ore efficiently and effectively provide services to the com m unity. RESOLUTION 16-63: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON RATIFYING THE ACCEPTANCE OF A PROPOSAL FROM THE W ORLD ECONOMIC DEVELOPMENT ALLIANCE, (“W EDA”) TO ASSIST THE CITY IN ITS ECONOMIC DEVELOPMENT EFFORTS. W HEREAS, the City staff continuously works to bring about econom ic developm ent for the com m unity; and W HEREAS, the W yom ing Business Council has recently secured the services of W EDA to assist a lim ited num ber of W yom ing com m unities by providing consulting and m arketing services for business attraction; and W HEREAS, the City of Evanston has the opportunity to engage the services of W EDA for econom ic developm ent and share the cost of W EDA’s services with the W yom ing Business Council; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing, as follows: Section 1. The acceptance of the attached proposal from the W orld Econom ic Developm ent Alliance to assist the city in its econom ic developm ent efforts is hereby approved and ratified. RESOLUTION 16-64: A RESOLUTION OF THE CITY O F EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF AN AG REEMENT W ITH THE W YOMING ASSOCIATION OF SHERIFFS AND CHIEFS POLICE TO PROVIDE COMPLIANCE INSPECTIONS O N RETAIL TOBACCO OUTLETS TO ENFORCE LAW S PROHIBITING THE SALE OF TOBACCO TO MINORS. W HEREAS, the City of Evanston, through its Police Departm ent m ay obtain funds W yom ing Association of Sheriffs and Chiefs of Police to be used for providing com pliance inspections on retail tobacco outlets to enforce laws prohibiting the sale of tobacco to m inors; and W HEREAS, the governing body has determ ined that it is in the public’s interest for the Police Departm ent to provide this service.  NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The City of Evanston is authorized to enter into an Agreem ent with the W yom ing Association of Sheriffs and Chiefs of Police to obtain funds to be used for providing com pliance inspections on retail tobacco outlets to enforce laws prohibiting the sale of tobacco to m inors. Section 2. The Chief of Police is authorized to sign and the City Clerk attest said Agreem ent on behalf of the City.
