EVANSTON CITY COUNCIL First Regular M eeting October 4, 2016 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of October was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. David W elling led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, and David W elling. Councilm em bers Sandra Meyer and W endy Schuler were excused.. Council Comments Mayor W illiam s com m ented that he was able to enjoy m any of the EHS Hom ecom ing activities, as well as the EHS Hall of Fam e Banquet. The Mayor also expressed his appreciation to the Police Departm ent for all the extra work they have been doing the last few weeks. Consent Agenda Councilmember Perkes moved, Councilmember W elling seconded, to approve the follow ing on the Consent Agenda: An Open Container Permit requested by Urban Renew al/Evanston M ain Street for the annual Hunter’s W idow s Night Out, on Front Street and M ain Street from 9 th Street to 11 th Street and 10th Street from Front Street to Center Street, on Thursday, October 20, 2016, from 4:30 p.m. to 8:00 p.m.; A Street Closure Permit requested by Urban Renew al/Evanston M ain Street for the annual Dow ntow n Trick-or-Treating on M onday, October 31, 2016, on M ain Street from 7 th Street to 11 th Street, from 2:30 p.m. to 5:30 p.m. The m otion passed unanim ously with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling. Ordinance 16-06 Councilmember W elling moved, Councilmember Perkes seconded, to pass Ordinance 16-06 on second reading. Ordinance 16-06: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SUBSECTION 12-43 B. (2) O F THE CITY CODE TO REDUCE THE SPEED LIMIT ON STREETS W ITH NO POSTED SPEED LIMIT TO TW ENTY MILES PER HOUR. The m otion passed unanim ously on first reading with 5 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling. Resolution 16-65 Councilmember Lynch introduced Resolution 16-65. Councilmember Lynch moved, Councilmember Kopp seconded, to adopt Resolution 16-65. RESOLUTION 16-65: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE ACCEPTANCE OF A QUOTE AND EXECUTION OF AN CONTRACT W ITH PLANET TECHNOLOGIES, INC. TO IMPROVE THE CITY’S COMPUTER BACKUP SYSTEM AND PLACE THE CITY COMPUTERS ON A UNIFIED OPERATING SYSTEM. W HEREAS, the City of Evanston has a need to im prove the backup system for its com puters and to place all of the city com puters on the sam e operating system ; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The City of Evanston authorizes the he acceptance of a quote and execution of the attached contract with Planet Technologies, Inc. to im prove the city’s com puter backup system and place the city com puters on a unified operating system . Section 2. The Mayor and City Clerk are authorized to sign and attest the attached Contract with Planet Technologies, Inc. RESOLUTION 16-66: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF AN AGREEMENT W ITH THE W YOMING ASSOCIATION OF SHERIFFS AND CHIEFS OF POLICE TO PROVIDE COMPLIANCE INSPECTIONS ON ALCOHOL RETAILERS TO ENFORCE LAW S PROHIBITING THE SALE OF ALCOHOLIC BEVERAGES TO PERSONS UNDER AGE 21. W HEREAS, the City of Evanston, through its Police Departm ent m ay obtain funds from the W yom ing Association of Sheriffs and Chiefs of Police to be used for providing com pliance inspections on alcohol retailers to enforce laws prohibiting the sale of alcoholic beverages to persons under age 21; and W HEREAS, the governing body has determ ined that it is in the public’s interest for the Police Departm ent to provide this service; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The City of Evanston is authorized to enter into an Agreem ent with the W yom ing Association of Sheriffs and Chiefs of Police to obtain funds to be used for providing com pliance inspections on alcohol retailers to enforce laws prohibiting the sale of alcoholic beverages to persons under age 21. Section 2. RESOLUTION 16-67: A REVOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF A ENFORCING UNDERAGE DRINKING CONTRACT W ITH THE W YOMING ASSOCIATION OF SHERIFFS AND CHIEFS OF POLICE. W HEREAS, funds are available from the W yom ing Association of Sheriffs and Chiefs of Police which are to be used to reduce underage drinking of alcohol within the com m unity. NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The Police Departm ent of the City of Evanston is authorized to accept and execute the attached Enforcing Underage Drinking Contract with the W yom ing Association of Sheriffs and Chiefs of Police. Section 2. The Mayor, City Clerk and Police Departm ent are authorized to sign and attest all docum ents and take all other actions which are necessary to accept and receive the funds.
