EVANSTON CITY COUNCIL First Regular M eeting September 19, 2017 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of Septem ber was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Mayor W illiam s led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Mike Sellers, and W endy Schuler. Councilm em ber Evan Perkes and David W elling were excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; Director of Adm inistrative Services/City Clerk, Am y Grenfell; City Treasurer, Trudy Lym ; Director of Engineering & Planning, Dean Barker; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Jay Dee Nielsen; Associate Planner, DuW ayne Jacobsen; and Deputy City Clerk, Nancy Stevenson. Council Comments Councilm em ber Lynch thanked Jay Dee Nielsen and Staff for the recent golf event the Council attended. Councilm em ber Sellers thanked the Planning and Zoning Staff for all that they have done recently being short staffed. Mr Sellers also thanked all those involved with the Hom ecom ing Parade. Councilm em ber Schuler com m ented on the golf course and how nice its looks, stating that she believes it is one of the best golf courses in the state. She also expressed appreciation for being able to use golf cart in the recent parades. Mayor W illiam s congratulated all those who were recently inducted into the Evanston High School Hall of Fam e. Appointment to P & Z Commissions M ayor W illiams made an appointment to the follow ing commission. Councilmember Schuler moved, Councilmember Lynch seconded, to confirm the following appointment: Planning and Zoning Commission Dave Huggins - January 2018 The m otion passed unanim ously with 4 yes votes: Lynch, Kopp, Sellers, Schuler. Ordinance 17-04 Councilmember Lynch sponsored Ordinance 17-04. Councilmember Kopp moved, Councilmember Sellers seconded, to pass Ordinance 17-04 on first reading. Ordinance 17-04: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SECTION 4-1 AND SECTION 4-8 A (1), (3),(4), (5) OF CHAPTER 4, ALCOHOLIC BEVERAGES, OF THE EVANSTO N CITY CODE TO REVISE THE DEFINITION OF THE TERM “OPERATIONAL”; TO DELETE THE RESTRICTION ON ELECTIVE OFFICIALS; TO MODIFY THE REQUIREMENTS ON LIQUOR LICENSEES TO DEMONSTRATE THEIR BUSINESS IS OPERATIONAL; AND TO MODIFY MINIM UM PURCHASE REQUIREMENTS. Ordinance 17-05: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING AMENDING SECTION 4-33 OF CHAPTER 4, ALCOHOLIC BEVERAGES, OF THE EVANSTON CITY CODE TO REVISE THE RESTRICTIONS REGARDING PERSONS UNDER THE AGE OF TW ENTY ONE BEING ALLOW ED IN A BUILDING LICENSED TO SELL ALCOHOLIC OR MALT BEVERAGES. Temporary/Seasonal Employee Extension Councilmember Kopp moved, Councilmember Schuler seconded, to a approve the extension of a Temporary/Seasonal Em ployee for an addition 60 days. Aw ard Bid/Automated Refuse Truck & Compactor Councilmember Lynch moved, Councilmember Kopp seconded, to aw ard the bid for one (1) 2018 Automated 24 cu. yd. Side Loader Refuse Truck & Compactor for the Public W orks Department, to M ichael S. Culver Peterbilt of W yoming, the apparent low bidder meeting all City specifications, in the amount of $236,551.00. Councilmember Lynch moved, Councilmember Schuler seconded, to adopt Resolution 17-60. RESOLUTION 17-60: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON APPROVING CHANGE ORDER NO. 005 FOR THE EVANSTON RAILYARDS ROUNDHOUSE W INDOW S AND MASONRY PROJECT IN THE CITY OF EVANSTON. W HEREAS, the City of Evanston has previously authorized the Evanston Railyards Roundhouse W indows and Masonry Project which is being constructed by North Ridge Construction; and W HEREAS, the governing body has determ ined that it is in the public’s interest to approve Change Order No. 005 for the reasons set forth therein; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing, as follows: Section 1. Change Order No. 005 for the Evanston Railyards Roundhouse W indows and Masonry Project, a copy of which is attached hereto, is approved. Section 2. Councilmember Schuler moved, Councilmember Lynch seconded, to adopt Resolution 17-62. RESOLUTION 17-62: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING AMENDING BUDGET RESOLUTION 17-33 FOR FISCAL YEAR 2017-2018 BY ADOPTING A REVISED ATTACHMENT B TO REFLECT THE PROPER AMOUNT FOR W ATER M ETER FEES, TO PROVIDE FOR AN HOURLY RENTAL RATE FOR THE ROUNDHOUSE ON SUNDAYS AND TO MAKE OTHER MISCELLANEOUS CHANGES. W HEREAS, the governing body has determ ined there is a need to am end Budget Resolution 17-33 for fiscal year 2017-2018 by adopting a revised Attachm ent B to reflect the proper am ount for water m eter fees, to provide for an hourly rental rate for the Roundhouse on Sundays and to m ake other m iscellaneous changes; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The revised Attachm ent B, which is attached hereto, is hereby approved and adopted by the governing body for the City of Evanston, W yom ing as part of Budget Resolution 17-33 for fiscal year 2017-2018. Section 2. All fees set forth in said Attachm ent B shall go into effect im m ediately. Section 3. All of the other term s, conditions and requirem ents of the Budget Resolution shall rem ain in full force and effect.
