EVANSTON CITY COUNCIL First Regular M eeting January 2, 2018 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of January was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Mayor W illiam s led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Andy Kopp, Evan Perkes, David W elling, Mike Sellers, and W endy Schuler. Appointment of Department Heads/Attorneys/M unicipal Judges Councilmember Schuler moved, Councilmember Lynch seconded, to confirm the M ayor’s appointment of the follow ing Department Heads, Attorneys and M unicipal Judges: Chief of Police - Jon Kirby Director of Engineering and Planning - Dean Barker Director of Public W orks - Allan Hansen City Treasurer - Trudy Lym Director of Administrative Services/City Clerk - Amy Grenfell City Attorney - Dennis Boal M unicipal Court Judge - M ark Harris City Prosecutor - Paul Skog Alternate M unicipal Court Judge - Clayton Thomas The m otion passed unanim ously with 6 yes votes: Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Election of Council President M ayor W illiams called for nominations for the election of Council President. Councilmember W elling moved, Councilmember Lynch seconded, to nominate Councilmem ber Schuler as the City Council President for 2018. The m otion passed unanim ously with 6 yes votes: Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Ordinance 17-07 Councilmember Perkes moved, Councilmember Kopp seconded, to pass Ordinance 17-07 on second reading. ORDINANCE 17-07: AN ORDINANCE APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE CHEYENNE DRIVE CHURCH ADDITION, LOCATED IN THE CITY OF EVANSTON, W YOMING, BEING MORE PARTICULARLY DESCRIBED HEREIN. The m otion passed unanim ously on second reading with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Ordinance 18-01 Councilmember Lynch sponsored Ordinance 18-01. Councilmember Sellers moved, Councilmember Schuler seconded, to pass Ordinance 18-01 on first reading. ORDINANCE 18-01: AN O RDINANCE OF THE CITY OF EVANSTON, W YOMING, GRANTING AN ELECTRIC UTILITY FRANCHISE AND GENERAL UTILITY EASEMENT TO ROCKY MOUNTAIN POW ER. The m otion passed unanim ously on first reading with 7 yes votes: W illiam s, Lynch, Kopp, Perkes, W elling, Sellers, Schuler.  Resolution 18-01 Councilmember Perkes introduced Resolution 18-01. Councilmember Perkes moved, Councilmember W elling seconded, to adopt Resolution 18-01. RESOLUTION 18-01: RESOLUTION DECLARING THE INTENTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING, TO ANNEX THE ADKINS SUBDIVISION, A SUBDIVISION LOCATED W ITHIN THE SOUTH HALF O F SECTION 19, TOW NSHIP 15 NORTH, RANGE 120 W EST OF THE 6 TH P.M., UINTA COUNTY, W YOMING, AS MORE PARTICULARLY DESCRIBED HEREIN AND HOLD A PUBLIC HEARING. W HEREAS, the City of Evanston has received a Petition from Robert Jam es Douglas, to annex the Adkins Subdivision, a Subdivision located within the South Half of Section 19, Township 15 North, Range 120 W est of the 6 th P.M., Uinta County, W yom ing; and W HEREAS, the City Clerk has determ ined that the Petition com plies with Article 4 of Title 15 of the W yoming Statutes; and W HEREAS, the governing body of the City of Evanston deems it in the public interest to initiate the procedure to consider the annexation of said property. BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: It is hereby declared to be the intention of the governing body of the City of Evanston, W yoming, to annex the property, as requested by Robert James Douglas, which is more particularly described as follows, to- wit: ALL OF THE ADKINS SUBDIVISION; A SUBDIVISION LOCATED W ITHIN THE SOUTH HALF OF SECTION 19, TOW NSHIP 15 NORTH, RANGE 120 W EST OF THE 6TH P.M.., UINTA COUNTY, W YOMING AS SAID SUBDIVISION IS LAID OUT AND DESCRIBED ON THE OFFICIAL PLAT OF SAID SUBDIVISION ON FILE AND OF RECORD IN THE OFFICE OF THE UINTA COUNTY CLERK AND EX-OFFICIO REGISTER OF DEEDS IN AND FOR UINTA COUNTY, W YOMING. Section 2: The governing body of the City of Evanston will hold a public hearing to determine if the Annexation complies with W .S. 15-1-402 on the 6th day of February, 2018, at 5:30 o'clock p.m., at the City Council Chambers Room, in the Evanston City Hall located at 1200 Main Street, Evanston, W yoming. Section 3: The City Clerk will forthwith publish notice in the manner and in the time provided by law of the intention of the governing body of the City of Evanston, W yoming, to annex said property. The motion passed unanimously with 7 yes votes: W illiams, Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Financial Disclosure Statements Councilmember Lynch moved, Councilmember Kopp seconded, to accept Financial Disclosure Statements from the Mayor, City Councilmembers, City Clerk and the City Treasurer. The motion passed unanimously with 7 yes votes: W illiams, Lynch, Kopp, Perkes, W elling, Sellers, Schuler. Comments/Remarks The Department Heads each thanked the Mayor and Councilmembers for their re-reappointments and that they are looking forward to another great year. Jay Dee Nielsen expressed his appreciation for all the support the Mayor and Councilmembers give to the Parks and Recreation District.
