First Regular M eeting
December 4, 2018
The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of
Decem ber was held in the Council Cham bers of City Hall on the above date. These proceedings were video
recorded.
Councilm em ber Lynch led those in attendance in the pledge of allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30
p.m . and welcom ed everyone present.
Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers,
Tim Lynch, Evan Perkes David W elling, Mike Sellers, and W endy Schuler. Councilm em ber Tib Ottley was
excused.
Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; City Clerk, Nancy
Stevenson; City Treasurer, Trudy Lym ; Director of Engineering & Planning, Dean Barker; Public W orks
Director, Oop Hansen; Director of Parks and Recreation, Scott Ehlers; Police Lieutenant, Ken Pearson; and
Associate Planner, DuW ayne Jacobsen. Police Chief, Jon Kirby was excused. A group of interested citizens
were also present.
Approve Agenda
Councilmember W elling moved, Councilmember Schuler seconded, to approve the agenda. The
m otion passed unanim ously with 6 yes votes: W illiam s, Lynch, Perkes, W elling, Sellers, Schuler.

Revenue & Expenditure Report
Councilmember Schuler moved, Councilmember Sellers seconded, to approve the Revenue and
Expenditure Report for August 2018. The m otion passed unanim ously with 6 yes votes: W illiam s, Lynch,
Perkes, W elling, Sellers, Schuler.
Council Comments
The Mayor and Councilm em bers all expressed their condolences to Parks and Recreation em ployee, Lori
Henderson’s fam ily and co-workers. They also expressed their appreciation to those involved with the Tree
Lighting Cerem ony, the Light Parade, Downtown Open House, the Handel’s Messiah, as well as all the snow
rem oval efforts. They also rem inded everyone to shop locally whenever possible.
Change Date/First M eeting/January 2019
Councilmember Lynch moved, Councilmember W elling seconded, to change the date of the first
meeting in January 2019 from Tuesday, January 1, to W ednesday, January 2, 2019. The m otion passed
unanim ously with 6 yes votes: W illiam s, Lynch, Perkes, W elling, Sellers, Schuler.
Resolution 18-79
Councilmember Perkes introduced Resolution 18-79. Councilmember Perkes moved, Councilmember
Lynch seconded, to adopt Resolution 18-79.
RESOLUTION 18-79: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE
EXECUTION OF A GRANT AW ARD AGREEMENT W ITH THE W YOMING OFFICE OF HO M ELAND
SECURITY TO OBTAIN FUNDS W HICH ARE DESIGNATED FOR LAW ENFORCEMENT TERRORISM
PREVENTION-ORIENTED ACTIVITIES AND EQUIPMENT.
W HEREAS, there are funds available from the W yom ing Office of Hom eland Security which could
be used by the City for law enforcem ent terrorism prevention-oriented activities and equipm ent; and
W HEREAS, it is necessary for the City to enter into the attached Grant Award Agreem ent in order to
receive the grant funds;
NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as
follows:
Section 1. The Mayor, Chief of Police and City Clerk are authorized to sign and attest on behalf of
the City the attached Grant Award Agreem ent with the W yom ing Office of Hom eland Security to obtain funds
for law enforcem ent terrorism prevention-oriented activities and equipm ent.
PASSED, APPROVED AND ADOPTED this 4th day of Decem ber, 2018.

Comments/Remarks
Trudy Lym stated that Governor Mead has asked the W yom ing Legislature to consider funding the Consensus
program for towns and cities again.
Dennis Boal stated that Governor Elect, Gordon is proposing and encouraging the Legislators to vote to
increase funding for towns and cities.
