EVANSTON CITY COUNCIL Second Regular M eeting December 18, 2018 The official record of proceedings of the second regular m eeting of the Evanston City Council for the m onth of Decem ber was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Councilm em ber Schuler led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers, Tib Ottley, Evan Perkes, Mike Sellers, and W endy Schuler. Councilm em ber Tim Lynch and David W elling were excused. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; Director of Engineering & Planning, Dean Barker; Police Chief, Jon Kirby; Director of Parks and Recreation, Scott Ehlers; and Associate Planner, DuW ayne Jacobsen. City Treasurer, Trudy Lym and Public W orks Director, Oop Hansen were excused. A group of interested citizens were also present. Council Comments The Councilm em bers all congratulated and wished Oop Hansen well with his retirem ent. They thanked him for his m any years of service to the City of Evanston. They also thanked Councilm em ber Schuler for her service to the City for the past eight years and wished her well as a newly elected official. The Councilm em bers also asked everyone to shop locally whenever possible, supporting our local businesses. Councilm em ber Schuler wished Mikal W elling well as he will be taking her seat on the City Council. She thanked the Mayors, the Councilm em bers, Departm ent Heads and em ployees whom she has served with during her term s on the Council. Special Presentation Mayor W illiam s stated that although Oop Hansen was unable to attend the m eeting, he wanted to recognize him and thank him for his m any years of dedicated serve to the City of Evanston. The Mayor said that Oop will be greatly m issed and wished him good luck in retirem ent. Mayor W illiam s also recognized form er Councilm em ber Andy Kopp and thanked him for his service to the City. Councilm em ber W endy Schuler was then recognized by Mayor W illiam s and presented with a sm all token of appreciation for her service on the City Council for the past eight years. The Mayor expressed his appreciation and wished her well with her future endeavors.  Ordinance 18-07 Councilmember Perkes sponsored Ordinance 18-07. Councilmember Schuler moved, Councilmember Sellers seconded, to pass Ordinance 18-07 on first reading. ORDINANCE 18-07: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING, AMENDING SECTIONS 4-26.2 C, 4-30 A AND 4-31 D, OF CHAPTER 4, ALCOHOLIC BEVERAGES, TO PROVIDE FOR THE SALE OF ALCOHOLIC BEVERAGES FROM A LICENSED BUILDING INSTEAD OF A DISPENSING ROOM AND TO ALLOW PERSONS TO REMAIN IN THE RESTAURANT OF A LICENSED BUILDING AFTER 2:30 A.M. The m otion passed unanim ously on first reading with 5 yes votes: W illiam s, Ottley, Perkes, Sellers, Schuler. Resolution 18-80 Councilmember Sellers introduced Resolution 18-80. Councilmember Sellers moved, Councilmember Ottley seconded, to adopt Resolution 18-80. RESOLUTION 18-80: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING W ITH THE UINTA COUNTY COMMISSIO NERS, UINTA COUNTY SHERIFF AND THE UINTA COUNTY ATTORNEY AND HIGH COUNTRY BEHAVIO RAL HEALTH TO FACILITATE AND PROVIDE CRISIS INTERVENTION MANAGEMENT FOR INDIVIDUALS SUBJECT TO EMERGENCY DETENTION. W HEREAS, the City of Evanston, the Uinta County Com m issioners the Uinta County Attorney and the Uinta County Sheriff and High Country Behavioral Health have negotiated a Mem orandum of Understanding which will provide a cooperative approach to provide for em ergency detentions; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Mem orandum of Understanding between the City of Evanston, the Uinta County Com m issioners, Uinta County Sheriff and the Uinta County Attorney and High Country Behavioral Health to facilitate and provide crisis intervention m anagem ent for individuals subject to em ergency detention, a copy of which is attached hereto. Resolution 18-81 Councilmember Schuler introduced Resolution 18-81. Councilmember Schuler moved, Councilmember Perkes seconded, to adopt Resolution 18-81. RESOLUTION 18-81: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT W ITH THE STATE OF W YOMING THROUGH THE W YOMING CULTURAL TRUST FUND TO OBTAIN GRANT FUNDS TO PROVIDE STAGE CURTAINS AND RIGGING FOR THE EVANSTON CULTURAL CENTER AT THE STRAND THEATER. W HEREAS, the City of Evanston has been awarded a grant from the W yom ing Cultural Trust Fund to provide stage curtains and rigging for the Evanston Cultural Center at the Strand Theater; and W HEREAS, it is necessary for the City to enter into the attached Grant Agreem ent in order to receive the grant funds; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The Mayor is authorized to sign on behalf of the City the attached Grant Agreem ent with the State of W yom ing through the W yom ing Cultural Trust Fund to obtain grant funds to provide stage curtains and rigging for the Evanston Cultural Center at the Strand Theater. Comments/Remarks The Departm ents Heads and em ployees in attendance all thanked W endy Schuler, Andy Kopp, and Oop Hansen for their service to the City and com m unity and wished them well.
