EVANSTON CITY COUNCIL First Regular M eeting January 2, 2019 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of January was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Councilm em ber Mikal W elling led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Those present from the governing body at the start of the m eeting were: Mayor W illiam s; Councilm em bers Tim Lynch, Tib Ottley, Evan Perkes, David W elling, Mike Sellers, and Mikal W elling. Staff m em bers present at the start of the m eeting were: City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; Police Chief, Jon Kirby; Director of Engineering & Planning, Dean Barker; Public W orks Director, Gordon Robinson; and Director of Parks and Recreation, Scott Ehlers. City Treasurer, Trudy Lym was excused. A group of interested citizens were also present. Approve Agenda Councilmember D. W elling moved, Councilmember Ottley seconded, to approve the agenda. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Ottley, Perkes, D. W elling, Seller, M. W elling. W elling, Seller, M. W elling. Council Comments The Mayor and Councilm em bers wished everyone a Happy 2019. Mayor W illiam s welcom ed Mikal W elling to the Council. The Mayor also recognized form er Mayor Dennis Ottley and Sandy Ottley, as well as form er Councilm em ber W endy Schuler and thanked them for their service to the City and com m unity. Appointment of Department Heads/Attorneys/M unicipal Judges Councilmember Lynch moved, Councilmember D. W elling seconded, to confirm the M ayor’s appointment of the follow ing Department Heads, Attorneys and M unicipal Judges: Chief of Police - Jon Kirby Director of Engineering and Planning - Dean Barker Public W orks Director - Gordon Robinson City Treasurer - Trudy Lym City Clerk - Nancy Stevenson City Attorney - Dennis Boal M unicipal Court Judge - M ark Harris City Prosecutor - Paul Skog Alternate M unicipal Court Judge - Clayton Thomas The m otion passed unanim ously with 6 yes votes: Lynch, Ottley, Perkes, D. W elling, Sellers, M. W elling. Election of Council President M ayor W illiams called for nominations for the election of Council President. Councilmember Lynch moved, Councilmember D. W elling seconded, to nominate Evan Perkes as the City Council President for 2019. The m otion passed unanim ously with 6 yes votes: Lynch, Ottley, Perkes, D. W elling, Sellers, M. W elling. Ordinance 18-07 Councilmember D. W elling moved, Councilmember Sellers seconded, to pass Ordinance 18-07 on second reading. ORDINANCE 18-07: AN ORDINANCE OF THE CITY OF EVANSTON, W YOMING, AMENDING SECTIONS 4-26.2 C, 4-30 A AND 4-31 D, OF CHAPTER 4, ALCOHOLIC BEVERAGES, TO PROVIDE FOR THE SALE OF ALCOHOLIC BEVERAGES FROM A LICENSED BUILDING INSTEAD OF A DISPENSING ROOM AND TO ALLOW PERSONS TO REMAIN IN THE RESTAURANT OF A LICENSED BUILDING AFTER 2:30 A.M. The m otion passed unanim ously with 7 yes votes: W illiam s, Lynch, Ottley, Perkes, D. W elling, Seller, M. W elling. Comments/Remarks The Departm ent Heads each thanked the Mayor and Councilm em bers for their appointm ents and support. Public Participation W endy Schuler thanked everyone for the great experience she had while serving on the City Council and gave her best wishes to Mikal W elling, who filled her seat on the council.
