EVANSTON CITY COUNCIL First Regular Meeting October 6th, 2020 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of October was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Council member Ottley led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. Council member Tim Lynch was excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill; Police Chief Jon Kirby; Director of Parks and Recreation, Scott Ehlers; Community Relations/Grant Writer, Meike Madrid; Urban Renewal Coordinator/Main Street Manager, Jane Law; and Facilities/ Business License Technician, Micki Cox. Council Comments Council member Sellers commented that it was nice to see the revenue increases from sales tax. He reminded everyone to shop local, especially since the seasons are changing and things are slowing down. He reminded everyone to be kind and be aware of how people are acting, suicides are increasing. Surplus Sale Council member M. Welling moved, Council member Sellers seconded, to approve bids received and accepted on various items sold at a Surplus Sale on September 30th, 2020. Welling moved, Council member Ottley seconded, to approve the following Consent Agenda: An Open Container Permit requested by Urban Renewal/Evanston Main Street for the annual Hunters’ Widows Night Out, on Main Street from 9th Street to 11th Street and 10th Street from Front Street to Main Street, on Thursday, October 22, 2020, from 5:00 p.m. to 8:00 p.m. Street Closure Permit requested by Urban Renewal/Evanston Main Street for the annual Downtown Trick-or-Treating on Friday, October 31, 2020, on Main Street from 7th Street to 11th Street, from 3:30 p.m. to 5:30 p.m. The motion passed unanimously with 6 yes votes: Williams, Ottley, Perkes, D. Welling, Sellers, M. Welling. RESOLUTION 20-76 Council member D. Welling introduced Resolution 20-76. Council member D. Welling moved, Council member Sellers seconded, to adopt Resolution 20-76. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE UNION PACIFIC RAILROAD COMPANY OLD TIMERS CLUB #20 (“OLD TIMERS CLUB”), AND THE CITY OF EVANSTON TO PROVIDE TOURS OF THE CITY’S HISTORIC ROUNDHOUSE AND RAILYARDS PROPERTY. WHEREAS, the City owns and maintains the Historic Roundhouse and Railyards property; and WHEREAS the Old Timers Club is knowledgeable in the area of Railroad history of the property and has a vested interest in its historic integrity; and WHEREAS, the Old Timers Club has requested access to these City owned facilities for the purpose of providing historically accurate tours; and  WHEREAS, it is in the community’s best interest to provide historic tours; and NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor and City Clerk are hereby authorized to execute and attest on behalf of the City of Evanston, the Memorandum of Understanding between the Union Pacific Railroad Company Old Timers Club #20 and the City of Evanston to provide tours of the City’s Historic Roundhouse and Railyards property, a copy of which is attached hereto. A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE GREENSBROOK ADDITION, A SUBDIVISION WITHIN THE CITY OF EVANSTON, WYOMING AS MORE PARTICULARLY DESCRIBED HEREIN. WHEREAS, George Randal Barker, (the “Subdivider”), has made application to the governing body of the City of Evanston, Wyoming for approval and authorization of the proposed subdivision entitled the Greensbrook Addition, a subdivision located within the City of Evanston, Wyoming; and WHEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming, that: Section 1. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FROM XO XTREME MARKETING GROUP, FOR DIGITAL DISPLAY ON THE INTERNET TO PROMOTE ECONOMIC DEVELOPMENT WITHIN THE CITY OF EVANSTON. WHEREAS, XO Xtreme Marketing Group has submitted a proposal to the City, whereby it will provide digital display on the internet to promote economic development in the City of Evanston; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor and City Clerk are authorized to accept and execute the Digital Display proposal from with XO Xtreme Marketing Group to provide digital display on the internet to promote economic development in the City of Evanston. AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING ENACTING SECTION 12-17.1 OF CHAPTER 12, MOTOR VEHICLES AND TRAFFIC, OF THE EVANSTON CITY CODE REGULATING THE OPERATION OF OFF-ROAD RECREATIONAL VEHICLES ON CITY STREETS. The motion to pass Ordinance 20-14 on first reading passed unanimously with 6 yes votes: Williams, Ottley, Perkes, D. Welling, Sellers, M. Welling. Public Comments Maryl Thompson commended Mr. Tesoro for all the work he has put into the Off Road Vehicles Project.
