EVANSTON CITY COUNCIL First Regular Meeting January 5, 2021 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the pledge of allegiance to the Flag. City Clerk, Diane Harris administered the Oath of Office to newly elected Councilmembers, Tim Lynch, Mike Sellers, and Evan Perkes. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Engineering and Planning, Dean Barker; Public Works Director, Gordon Robinson; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill, Police Chief, Jon Kirby; and Director of Parks and Recreation, Scott Ehlers. A group of interested citizens were also present. Approve Agenda Council member D. Welling moved, Council member Sellers seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. Welling. Council Comments Council member Perkes thanked the citizens of Ward 3 for re-electing him. Council member Sellers thanked the citizens of Ward 2 for having faith in him for four more years. Mayor Williams congratulated the re-elected Council members. He stated that it is a good Council and a good group to work with. Appointment of Department Heads/Attorneys/Municipal Judges Council member Lynch moved, Council member Welling seconded, to confirm the Mayor’s appointment of the following Department Heads, Attorneys and Municipal Judges: Chief of Police - Jon Kirby Director of Engineering and Planning – Dean Barker Director of Public Works – Gordon Robinson Community Development Director – Rocco O’Neill City Treasurer - Trudy Lym City Clerk/HR/Executive Asst. – Diane Harris City Attorney - Dennis Boal City Prosecutor – Amanda Kirby Municipal Court Judge - Mark Harris Alternate Municipal Court Judge - Clayton Thomas The motion passed unanimously with 6 yes votes: Lynch, Ottley, Perkes, Welling, Sellers, M. Welling. Election of Council President Mayor Williams called for nominations for the election of Council President. Council member Lynch moved, Council member Sellers seconded, to nominate Tib Ottley as the City Council President for 2021. The motion passed unanimously with 6 yes votes: Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling. Resolution 20-98 Council member D. Welling introduced Resolution 20-98. Councilmember D. Welling moved, Council member M. Welling seconded, to adopt Resolution 20-98. RESOLUTION AUTHORIZING THE CITY OF EVANSTON, WYOMING TO ENTER INTO A SCADA SERVICE AGREEMENT RENEWAL 2021 WITH WETCO, INC. TO PROVIDE MAINTENANCE SERVICES FOR THE SCADA SYSTEM IN THE WASTE WATER TREATMENT PLANT AND WATER TREATMENT PLANT. WHEREAS, the City has need to provide maintenance services to the SCADA System of the waste water treatment plant and water treatment plant; and WHEREAS, WETCO, INC. is able to provide such services pursuant to the attached SCADA Service Agreement Renewal 2021: NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to sign, and the City Clerk is hereby authorized to attest, on behalf of the City, the attached SCADA Service Agreement Renewal 2021 with WETCO, Inc. to provide maintenance services for the SCADA System in the waste water treatment plant and water treatment plant.
