EVANSTON CITY COUNCIL Special Meeting July 13th, 2021 The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of meeting were: Mayor Williams; Council members; Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. Staff members present were: City Attorney, Dennis Boal; City Clerk, Diane Harris; Police Chief, Mike Vranish; Parks & Recreation Director, Scott Ehlers; Public Works Director, Gordon Robinson; Director of Engineering & Planning, Dean Barker and Senior Planner, DuWayne Jacobsen. Community Development Director, Rocco O’Neill and City Treasurer, Trudy Lym were excused. A group of interested citizens were also present. Approve Agenda Council member Welling moved, Council member M. Welling seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, and M. Welling. RESOLUTION 21-54 RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A LEASE ADDENDUM FOR LEASEHOLD MORTGAGES WITH THE EVANSTON CHILD DEVELOPMENT CENTER, INC., A WYOMING NON-PROFIT CORPORATION, (ECDC). WHEREAS, the City of Evanston has previously entered into a long-term lease with ECDC for the building and premises located at 336 Summit Street, in Evanston, Wyoming to provide early childhood education for low income families and others; and WHEREAS, one of the purposes of the long term lease was to enable ECDC to obtain federal funds to be used to substantially improve the building and premises; and WHEREAS, it is necessary for the City and ECDC to enter into the attached Lease Addendum for Leasehold Mortgages to enable ECDC to obtain a loan from USDA to fund the construction of improvements to the building and premises; and WHEREAS, the Addendum will make it possible for ECDC to use the long-term lease as security for the loan; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor and City Clerk are authorized to sign and attest the attached Lease Addendum for Leasehold Mortgages with the Evanston Child Development Center, Inc. to obtain a loan from USDA to fund the construction of improvements to the building and premises.
