EVANSTON CITY COUNCIL First Regular Meeting October 5th, 2021 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of October was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch Tib Ottley, Evan Perkes, David Welling, and Mikal Welling. Mike Sellers was excused. Staff members present at the start of the meeting were: City Treasurer, Trudy Lym; City Clerk, Diane Harris; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill; Police Chief Michael Vranish; Director of Parks and Recreation, Scott Ehlers and Main Street Coordinator/Grant Writer, Mieke Madrid. City Attorney, Dennis Boal and Director of Engineering and Planning, Dean Barker were excused. A group of interested citizens were also present. Approve Agenda Council member Welling moved, Council member M. Welling seconded, to approve the agenda. The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, M. Welling moved, Council member Welling seconded, to approve the following Consent Agenda Items: Open Container and Street Closure Permit requested by Main Street Promotions/Kate’s - for the 3rd Annual Fall Main Street Bash on Saturday, October 9th, 2021, on Main Street from 9th Street to Harrison Drive, from 11:00 am to midnight. Open Container Permit requested by Evanston Main Street Promotions for the Annual Hunters’ Widows Night Out, on Main Street from 9th Street to Harrison Drive, 10th Street and 7th Street from Front Street to Main Street, on Thursday, October 21st, 2021, from 5:00 pm to 8:00 pm. Street Closure Permit requested by Evanston Main Street Promotions for the Annual Downtown Trick-or- Treating on Friday, October 29th, 2021, on Main Street from 7th Street to 11th Street, from 3:30 pm to 6:00 pm. The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, M. Welling. Letter of Credit Release Councilmember Perkes moved, Council member Ottley seconded, to release the Letter of Credit posted by the subdivider for the Riverbirch Addition because the improvements have been completed and the warranty period has expired. The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, M.Welling. Resolution 21-66 Council member Lynch introduced Resolution 21-66. Council member Lynch moved, Council member M. Welling seconded, to adopt Resolution 21-66. RESOLUTION OF THE CITY OF EVANSTON AUTHORIZING THE EXECUTION OF STREET LIGHTING AGREEMENT WITH ROCKY MOUNTAIN POWER TO PROVIDE STREET LIGHTS FOR THE RIVER BIRCH ADDITION. WHEREAS, the City of Evanston has a need to provide street lights in the River Birch Addition to the City of Evanston; and WHEREAS, to obtain said service, it is necessary for the City of Evanston to enter into the attached Street Lighting Agreement; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor and City Clerk are authorized to sign and attest the attached Street Lighting Agreement on behalf of the City of Evanston with Rocky Mountain Power to provide the street light specified therein. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A MARKETING CONTRACT AND ADDENDUM WITH XO XTREME MARKETING GROUP, INC. FOR INTERNET MARKETING AND ADVERTISING SERVICES TO PROMOTE ECONOMIC DEVELOPMENT WITHIN THE CITY OF EVANSTON. WHEREAS, XO Xtreme Marketing Group, Inc. has submitted the best proposal to the City, whereby it will provide marketing and advertising services on the internet to promote economic development in the City of Evanston; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor and City Clerk are authorized to accept and execute the attached Marketing Contract and Addendum with XO Xtreme Marketing Group, Inc. to provide marketing and advertising services on the internet to promote economic development in the City of Evanston. Resolution 21-68 Council member Lynch introduced Resolution 21-68. Council member Lynch moved, Council member Welling seconded, to adopt Resolution 21-68. RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES WITH THE EVANSTON YOUTH CLUB FOR BOYS AND GIRLS, A WYOMING NON PROFIT CORPORATION. WHEREAS, the governing body of the City of Evanston recognizes that it benefits the citizens of the community to provide education and other formal activities for the youth of the community when school is not in session; and WHEREAS, the Evanston Youth Club for Boys and Girls was formed in part to provide such education and activities for the youth during non-school hours; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Contract for Services with the Evanston Youth Club for Boys and Girls, a Wyoming non profit corporation, a copy of which is attached hereto.
