EVANSTON CITY COUNCIL
Special Meeting
October 12th, 2021
The official record of proceedings for a special meeting of the Evanston City Council was held in the
Council Chambers of City Hall on the above date. These proceedings were video recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at
5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of meeting were: Mayor Williams; Council members;
Tim Lynch, Tib Ottley, Evan Perkes, David Welling, and Mikal Welling. Mike Sellers was excused.
Staff members present were: City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy
Lym; Police Chief, Mike Vranish; Parks & Recreation Director, Scott Ehlers; and Community Development
Director, Rocco O’Neil. Public Works Director, Gordon Robinson and Director of Engineering & Planning,
Dean Barker were excused. A group of interested citizens was also present.
Approve Agenda
Council member Welling moved, Council member Lynch seconded, to approve the agenda. The
motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, and M. Welling.
Site Preparation – Avalon Facility
Councilmember Perkes moved, Council member Ottley seconded, to accept the apparent low bid
for the Site Preparation and Utility Package for the Avalon International Aluminum Facility. The
motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, M. Welling.
Letter of Support
Councilmember Ottley moved, Council member Welling seconded, to authorize the Mayor to send
a Letter of Support to the Wyoming Energy Authority. The motion passed unanimously with 6 yes
votes: Williams, Lynch, Ottley, Perkes, D. Welling, M. Welling.
Adjournment
With no further business to be conducted at this time Mayor Williams adjourned the meeting at 5:36 p.m.
