EVANSTON CITY COUNCIL Special Meeting July 13th, 2023 The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date. Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:00 p.m. and welcomed everyone present. Those present from the governing body at the start of meeting were Mayor Williams; Council members; Tim Lynch, Jesse Lind, David Welling, Mike Sellers and Jen Hegeman. Council member Evan Perkes was excused. Staff members present were City Treasurer, Trudy Lym; City Clerk, Diane Harris; Finance Clerk, Diana Ottley; Police Chief, Mike Vranish; Police Lieutenant, Ken Pearson; Police Lieutenant, Rhett Groll and several Officers from the Evanston Police Department. Approve Agenda Council member Welling moved, Council member Sellers seconded, to approve the agenda. The motion passed unanimously with 6 yes votes: Williams, Lynch, Lind, Welling, Sellers, Hegeman. Appointment of City Attorney Council member Lind moved, Council member Lynch seconded, to confirm the Mayor’s appointment of the City Attorney/Prosecutor effective July 13th, 2023. City Attorney/Prosecutor – Mark Harris The motion passed unanimously with 5 yes votes: Lynch, Lind, Welling, Sellers, Hegeman. Appointment of Municipal Judge Council member Sellers moved, Council member Welling seconded, to confirm the Mayor’s appointment of the Municipal Judge effective July 13th, 2023. Municipal Judge – Dean Stout The motion passed unanimously with 5 yes votes: Lynch, Lind, Welling, Sellers, Hegeman.
