Chairperson Thompson called the meeting to order at 6:00 p.m.
Chairperson Thompson asked for a motion to approve the agenda for the September 9,
2019. A motion was made by Commissioner Day, seconded by Commissioner
Beaudry. The motion carried unanimously.
Chairperson Thompson asked for a motion to approve the minutes from the August 5,
2019 meeting of the Planning Commission/Board of Adjustment. A motion was made
by Commissioner Day, seconded by Commissioner Beaudry. The motion carried
unanimously.
Old Business:
With none heard, Chairperson Thompson moved on to new business.
New Business:
City Engineer Dean Barker began the public hearings by explaining the legalities of the
hearing, and how it would be conducted. Applicants would be heard from first, followed
by those in favor of the proposal and finally hearing from those who are opposed to the
proposal. He asked each person speaking to clearly state their name and home
address for the record prior to being sworn in to testify. Mr. Barker additionally
explained that public hearings are contested case hearings and that anyone who wishes
to contest the Commission’s decision must make it known to him at the closing of the
hearing.
City Engineer Barker opened the hearing with CP 31, A request by Rocky Mountain
Sign for a Conditional Use Permit to allow an over area sign for Hayden Commons
located at 92 East Hayden Avenue, Evanston, WY 82930, which is zoned High Density
Residential-Developing (HR-D). The applicant is proposing to install a sign measuring 4
feet by 8 feet (32 square feet). (Section 24-91 D. (4))
Brian Stokes, 243 7th Street, Evanston, WY, was sworn in and testified on behalf of the
application.
Mr. Stokes explained the reason for the request was a result of the allowable square
footage not being enough to include the information his client wants to display on the
sign.
Mr. Stokes referenced the photo provided, adding there was no back lighting that would
be added.
Mr. Stokes provided a graphic displaying the location of the sign (120” from the back of
the sidewalk. The sign will be located in a grass area and will not block visibility of the
residents entering or leaving the parking lot.
Chairperson Thompson asked if the colors, grey and white, displayed in the photo
would be the colors of the sign.
Mr. Stokes advised the Commission those were the colors that would be used.
Chairperson Thompson asked why the City Ordinance requires the sign to be so high
off the ground level.
Senior Planner Jacobsen explained this was to allow for children or pets to play in the
area and reduce the incidents of them running into the sign.
City Engineer Barker asked if anyone else would like to address the Commission,
hearing none, the hearing was closed.
Chairperson Thompson asked for a motion to approve CP 31, Commissioner Smith
moved to approve CP 31. Seconded by Commissioner Day.
Chairperson Thompson called for a vote. The motion passed unanimously.
Other Business:
Hearing no other business, Chairperson Thompson announced future meeting dates of
October 7, November 4 and December 2.
The meeting adjourned at 6:15 PM.
