The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., January 11, 2012 in the City Council Chambers
of the Ev erett City Hall, President Gipson presiding. Upon roll call it was f ound that May or Stephanson, Council Members
Roberts, Moore, Hatloe, Gipson, Nielsen, Stonecipher and Af f holter were present.
Council Member Roberts led the Pledge of Allegiance.
The minutes of the January 4, 2012 city council meeting were approv ed.
MAY OR
May or Stephanson reported that he v isited Oly mpia to share the City ’s legislativ e priorities with State legislators on January 10th,
and remarked that there would likely be issues on which Council’s adv ice would be sought in “real time” during the 60-day
session. He thanked Pat McClain, Gov ernment Af f airs Director, f or organizing the agenda and schedule, as well as Council
Member Roberts f or attending with them.
CITY COUNCIL
Council Member Roberts thanked the May or f or a great job representing the City ’s agenda in Oly mpia, and Pat McClain as well,
and remarked that he is proud of the regional transportation package the City is supporting.
Council President Gipson requested a report regarding banning the use of plastic bags. Debra Bry ant, CAO/CFO, indicated that
staf f will bring inf ormation back to Council. May or Stephanson remarked that there is currently an ef f ort being made to ban them
at the State lev el.
CITY ATTORNEY
City Attorney Iles had no comment.
CITIZEN COMMENTS
Dav e Grimm, Ev erett, spoke regarding the excessiv e boat wake laws along the Snohomish Riv er and the dif f iculty he has f aced
obtaining enf orcement of them.
Council Member Stonecipher requested inf ormation regarding which law enf orcement agency is responsible f or monitoring that
waterway, and CAO/CFO Debra Bry ant indicated that the Police Department would prov ide the council members with inf ormation
on enf orcement and specif ics as it relates to this issue.
Jackie Minchew, Ev erett, stated that there are many Ev erett residents who are interested in a plastic bag ban.

RESOLUTION – CLAIMS
To adopt Resolution No. 6458 acknowledging the pay ment of audited and approv ed claims against the City of Ev erett in the
amount of $1,149,483.55 f or the period of December 24, 2011 through December 30, 2011.
RESOLUTION - PAY ROLL
To adopt Resolution No. 6459 acknowledging the pay ment of audited and approv ed pay roll claims against the City of Ev erett in
the amount of $3,952,990.27 f or the period ending December 17, 2011.

AGREEMENT – LITTLE RED SCHOOL HOUSE
Mov ed by Council Member Af f holter, seconded by Council Member Moore, to authorize the May or to sign the subordination
agreement f or the Little Red School House to ref inance their current loan.

AGREEMENT – SUPPLEMENTAL NUTRITION ASSISTANCE
PROGRAM
Mov ed by Council Member Roberts, seconded by Council Member Nielsen, to authorize the May or to sign the 2011-2012 cost
reimbursement agreement with the United States Department of Agriculture, Of f ice of Inspector General, concerning
Supplemental Nutrition Assistance Program f raud
