W ednesday, January 18, 2012 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., January 18, 2012 in the City Council Chambers of the Ev erett City Hall, President Gipson presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Hatloe, Gipson, Nielsen, and Stonecipher were present. Council Member Moore and Af f holter were excused. Council Member Nielsen led the Pledge of Allegiance. The minutes of the January 11, 2012 Ev erett City Council meeting were approv ed as printed. MAY OR May or Stephanson thanked Council President Gipson f or attending the Martin Luther King ev ent at the United Methodist Church with him on Sunday. STORM UPDATE Dav e Dav is, Public Works, gav e an update on snow remov al ef f orts. He stated that the city has sev en snowplows and the crews hav e been working around the clock since Saturday plowing and sanding the streets in an attempt to keep ahead of the snow which continues to f all. COUNCIL Council Member Hatloe thanked Dav e and city crews f or their ef f orts. Council Member Roberts also thanked the Public Works crews. He stated that he spent last week in Oly mpia where he gav e reports on the Connectiv e Washington Taskf orce and the transportation work that they did. Council President Gipson reported on his attendance at the Martin Luther King celebration. He thanked the May or and Transportation Serv ices f or keeping the bus shelters cleared and the buses running on time. CITY ATTORNEY City Attorney Iles had no comment. PUBLIC HEARING – COUNCIL BILL NOS. 1201-01, 1201-02, 1201-03 Council President Gipson stated that now is the time to begin the public hearings on the proposed Comprehensiv e Plan amendments and rezone requests f or Edgewater Park, South Ev erett Forest Preserv e Park, and text changes f or the Mukilteo School District Capital Facilities Plan and the zone equiv alency table f ound in the Land Use element of the Comprehensiv e Plan. The City Council has already had a brief ing on these items and has receiv ed background inf ormation and correspondence including the correspondence f rom Sandra Ludwig and Stev e and Julie Berry. He stated that it is important that the City Council hearings are not only f air in f act, but also f air in appearance. He questioned whether any council member knows of any real or potential conf lict or concern with any of the matters bef ore us, or know of any other reason that should cause members to av oid participating in this hearing. There was no response. He questioned whether any member of the audience has any objection to any council member’s participation on the matters bef ore us, items 9, 10, and 11 on the council agenda. There was no response. Council President Gipson opened the public hearing regarding Council Bill No. 1201-01, a proposed ordinance amending the Comprehensiv e Plan and rezoning the property located south of Bruskrud Road and west of I-5; Council Bill No. 1201-02, a proposed ordinance amending the Comprehensiv e Plan and rezoning the property located at West Mukilteo Boulev ard and Sound Av enue; and Council Bill No. 1201-03, a proposed ordinance amending the Comprehensiv e Plan related to the Mukilteo School District and adding a Comprehensiv e Plan Zoning Table ref erence related to certain rezone contracts. Council President Gipson inv ited public comment. Doug Hadley, Ev erett, spoke regarding agenda item no. 10, rezoning the property located at West Mukilteo Boulev ard and Sound Av enue. He stated that he is in f av or of the rezone but expressed concern regarding the present parking situation in the park and the saf ety of children who play there.
