W ednesday, February 01, 2012 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., February 1, 2012 in the City Council Chambers of the Ev erett City Hall, President Gipson presiding. Upon roll call it was f ound that May or Stephanson, Council Members Roberts, Moore, Hatloe, Gipson, Nielsen, Stonecipher and Af f holter were present. Council Member Moore led the Pledge of Allegiance. The minutes of the January 25, 2012 city council meeting were approv ed. Council Members Roberts, Stonecipher and Af f holter abstained f rom the v ote. MAY OR May or Stephanson had no report. CITY COUNCIL Council Member Roberts reported that he attended the Association of Washington Cities’ legislativ e conf erence last week and brought back materials to share with the other council members. CITY ATTORNEY City Attorney Iles had no report. CITIZEN COMMENTS Dav e Grimm, Ev erett, stated that there are continuing dif f iculties with negligent boat operations causing excessiv e wake at his home on the Snohomish Riv er which he believ es compromise his civ il and property rights. Roll was called with all council members v oting y es. Motion carried. RESOLUTION – 2012 HUMAN NEEDS Mov ed by Council Member Roberts, seconded by Council Member Moore, to concur with the recommendation of the Human Needs Adv isory Committee and adopt Resolution No. 6465 authorizing the expenditure of 2012 Human Needs f unds in the amount of $309,300.00. Roll was called with all council members v oting y es. Motion carried. COUNCIL BILL NO. 1201-05 THIRD AND FINAL READING: AN ORDINANCE creating a special improv ement project entitled, “Snohomish Riv er/Langus Park Public Access Pedestrian Bridge”, Fund 303, Program 057, to accumulate all costs f or the improv ement project and repealing Ordinance No. 2565-01 Mov ed by Council Member Nielsen, seconded by Council Member Roberts, that this is declared to be the third and f inal reading of Council Bill No. 1201-05 and the City Clerk is directed to call the roll f or the f inal disposition of the ordinance. AY ES: Roberts, Moore, Hatloe, Gipson, Nielsen, Stonecipher, Af f holter NAY S: None Ordinance No. 3256-12 COUNCIL BILL NO. 1201-06 THIRD AND FINAL READING: AN ORDINANCE permitting Community sanctioned Special Ev ent signage Mov ed by Council Member Hatloe, seconded by Council Member Moore, that this is declared to be the third and f inal reading of Council Bill No. 1201-06 and the City Clerk is directed to call the roll f or the f inal disposition of the ordinance. AY ES: Roberts, Moore, Hatloe, Gipson, Nielsen, Stonecipher, Af f holter NAY S: None Ordinance No. 3257-12 BID AWARD – PARKS FERTILIZER Mov ed by Council Member Moore, seconded by Council Member Roberts, to award Bid No. 2012-006 f or an annual supply of Parks f ertilizer to v arious v endors as noted (Wolf kill - $21,778.30; Wilco-Winf ield - $21,508.71; Wilbur Ellis - $16,336.82; and JR Simplot - $9,346.70) f or a total amount of $68,970.53 including Washington State Sales Tax. Roll was called with all council members v oting y es. Motion carried.
