W ednesday, September 19, 2012 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., September 19, 2012 in the City Council Chambers of the Ev erett City Hall, Council President Gipson presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Gipson, Burke, and Stonecipher were present. Council Members Hatloe and Af f holter were excused. Council Member Roberts led the Pledge of Allegiance. The minutes of the September 12, 2012 Ev erett City Council meeting were approv ed as printed. Council Member Stonecipher abstained f rom the v ote. MAY OR May or Stephanson had no comments. COUNCIL Council Member Stonecipher apologized f or her absence at last week’s city council meeting due to a f ender bender on the f reeway. Council Member Burke stated that she attended the Domestic Violence Serv ices Luncheon. She announced that a new DVS f acility will be opening in Ev erett soon which will triple the number of clients serv ed. CITY ATTORNEY Deputy City Attorney Hall had no comments. CITIZEN COMMENTS Stev en Connelly Jr., Ev erett, expressed concern regarding the discrepancy between the lev el of the city ’s streets and the sewer grates. STREET CLOSURE – SAUSAGE FEST To authorize the closure of Cedar Street, Ev erett Av enue to 25th Street, on October 5 and 6, 2012, 12 p.m. to 12 a.m., and October 7, 2012, 12 p.m. to 7 p.m., f or a Sausage Fest sponsored by Our Lady of Perpetual Help Booster Club. STREET CLOSURE – SNOHOMISH RIVER RUN To authorize the closure of Lincoln and Lenora, 1st Av enue South to 3rd Av enue South, on October 27, 2012, 7 a.m. to 12 p.m., f or a Snohomish Riv er Run sponsored by BTO Multisports. ACTION ITEMS: COUNCIL BILL NO. 1208-44 THIRD AND FINAL READING: AN ORDINANCE regarding insurance plans f or appointiv e of f icers, classif ied non-represented employ ees, and elected of f icials, amending Ordinance No. 1594-89, as amended Mov ed by Council Member Roberts, seconded by Council Member Moore, that this is declared to be the third and f inal reading of Council Bill No. 1208-44 and the City Clerk is directed to call the roll f or the f inal disposition of the ordinance. PURCHASE – OFFICE FURNITURE Mov ed by Council Member Burke, seconded by Council Member Moore, to authorize the purchase of f urniture f or the Municipal Court f rom US Communities Contract 4400000370 f rom Facilitec in the amount of $196,274.26 including Washington State sales tax. BID AWARD – ANNUAL SUPPLY TRAFFIC SIGN BLANKS/SIGN FACES Mov ed by Council Member Roberts, seconded by Council Member Moore, to award Bid 2012-060 f or Annual Supply of Traf f ic Sign Blanks and Sign Faces to National Barricade Company LLC in the amount of $86,600.00 including Washington State sales tax. BID AWARD – NETWORK DATA BACKUP AND ARCHIVING UPGRADE Mov ed by Council Member Burke, seconded by Council Member Roberts, to award Bid 2012-048 f or Network Data Backup and Archiv ing Upgrade to Iv oxy Consulting in the amount of $144,431.20 including Washington State sales tax. AGREEMENT – COOPERATIVE PURCHASING Mov ed by Council Member Moore, seconded by Council Member Burke, to authorize the May or to sign an Interlocal Cooperativ e Purchasing Agreement with South King Fire and Rescue. RESOLUTION – RECOVERY OF ABATEMENT COSTS Mov ed by Council Member Roberts, seconded by Council Member Stonecipher, to adopt Resolution No. 6542 authorizing recov ery of abatement costs pursuant to EMC1.20.090 at 7715 Rainier Driv e. AGREEMENT – EASEMENT/11031 19TH AVENUE SE Mov ed by Council Member Moore, seconded by Council Member Burke, to authorize the May or to sign the Easement Agreement with Saf eway Inc. f or utility purposes at 11031 19th Av enue SE. AGREEMENT – EASEMENT/MODULAR OFFICE BUILDING Mov ed by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the May or to sign the Easement Agreement with Snohomish Riv er Properties LLC to operate a modular of f ice building on city -owned property. AGREEMENT AMENDED – POLICE EVIDENCE ROOM Mov ed by Council Member Moore, seconded by Council Member Burke, to authorize the May or to sign Amendment No. 2 to the Lease Agreement with NMV Ev erett LLC f or space at 2722 Colby Av enue f or the Police Ev idence Room. USE AGREEMENT – COMMUNITY Y OUTH CENTER/HADLEY HALL Mov ed by Council Member Burke, seconded by Council Member Stonecipher, to authorize the May or to sign the Community Youth Center/Hadley Hall Use Agreement with the City of Arlington at no cost to the City of Ev erett. AGREEMENT – GRANT/TULALIP WATER PIPELINE Mov ed by Council Member Moore, seconded by Council Member Roberts, to authorize the May or to sign a Tulalip Water Pipeline – Segment 4 Grant Agreement with the Department of Health f or $1 million. AGREEMENT - AGREED ORDER AND PENALTY Mov ed by Council Member Roberts, seconded by Council Member Moore, to authorize the May or to sign the Agreed Order and Penalty Docket No. 9484 with the Department of Ecology f or the Silv er Way Force Main break.
